Mr. Don Pr••'a;r <br />June 5, 1988 <br />Page two <br />Let me address each item separately: <br />A. zoning: <br />Since Billiard is not lasted under any of the zoning ordinances <br />it is, as I understand it, necessary to establish under which zoning <br />it belongs. In reading the intentions and the permitted use of <br />the zoning codes, it would be my understanding that a billiard possibly <br />would fall under zoning B-3, Highway Business Distr!-t. Permitted <br />uses under this zoning appears to describe activities similar to <br />that of a Billiard Hall. I refer to B-3 which lists items as: <br />- Amusement Centers <br />- Commercial Recreational Uses <br />- Restaurants, etc. <br />In the discussion that took place in the Planning Commission meeting, <br />I believe it was said that a Billiard Hall in fact would best fit <br />under a B-3, and I agree that this would be a natural solution. <br />if City Council should decide that it infant belongs under a B-3 <br />zoning, then I will request the City approve our Rack a Que Billiard <br />establishment to operate at Silver View Plaza, which is located <br />in a B-2 zoning under a Conditional Use Permit. <br />B. Pe -king: <br />Silver view Plaza was developed with one parking stall per every <br />200 square feet of leasable space, i.e. 1:200. This requirement <br />is commonly found in neighboring cities and for centers which fall <br />into a limited district, the requirements are sometimes .ess. Silver <br />View Plaza is now more than 50% leased, and when checking available <br />parking stalls at the center during the busiest times, it is easy <br />to see that much less than 50% of the parking stalls are occupied. <br />This is caused by the fact that -.st tenants in a B-2 would have <br />a limited number of customers at any one p.-_nt in time. <br />Worst case scenario for parking would be if we consider the maximum <br />number of people that at one time could occupy the Rack a Que. Let <br />us assume 4 people per table plus two managers. This would give <br />a total of 98 kindering <br />ould <br />only occu•- at say 10 - 15%ofthe time andthat2to1peoplewould <br />arrive in one car. Based on the above, this would mean that maximum <br />capacity could occur for 2 hours per day with a total of 40 cars. <br />Silver View Plaza contains 172 parking stalls and the Billiard place, <br />with 6,000 SF has, by design, 30 stalls available to them. <br />r, <br />
