MEMO TO: MAYOR AND CITY COU_NNCCIILJ/�^, \) <br />® FROM: CLERK-ADMINISTRATx\�/ <br />P7 <br />DATE: JULY 1, 1988 <br />SUBJECT: TAKE HOME VEHICLE FOR PUBLIC WORKS FOREMAN <br />Recently Public Works Foreman Mike Ulrich suggested that it would <br />be appropriate for him to be authorized to take:his vehicle home <br />for use in responding to after hours callouts as he is the #2 <br />person on the callout list when the person carrying the beeper <br />does not respond to a call. <br />As some of you may recall, when Larry Decheine was Public Works <br />Superintendent and Gary Kardell was Public Works Foreman, both of <br />those individuals had take home vehicles. In response to <br />Mr. Ulrich's request I asked that he conduct a survey of cities <br />in the area of Mounds View to determine their policies with <br />respect to take home vehicles. Attached is a copy of the survey <br />and you will not that where take home vehicles are allowed, the <br />City Engineer, Public Works Director or Foreman are the <br />individuals most frequently being provided with a take home <br />vehicle. <br />This matter was discussed in great depth with the Department Head <br />- <br />Team at the June 28th Department Head Meeting and it was <br />concluded at the end of this discussion that the provision of a <br />take home vehicle to Mr. Ulrich would be both reasonable and in <br />compliance with the current policy on the use of vehicles by City <br />employees as outlined in Resolution No. 1387, copy attached. <br />y. <br />Under Section I., A., the policy states that, "only City <br />} <br />employees whose responsibilities, duties, and functions require <br />their being subject to emergency calls outside of normal working <br />hours, shall be authorized to use a City vehicle on a 24 hour <br />c <br />basis." As a result of discussions with Mr. Ulrich, City <br />Engineer Minetor, and the Department Head Team it would be my <br />recommendation. that Mr. Ulrich be authorized the use of the City <br />vehicle he is currently assigned during working hours for use on <br />a 24 hour basis. Obviously, Mr. Ulrich would not be able to use <br />the vehicle for personal reasons and authorization for 24 hour <br />use of the vehicle could be rescinded at any time. <br />Your direction in this matter would be greatly appreciated. <br />DFP/MJS <br />cc: Public Works Foreman Mike Ulrich <br />.
