Item No: 05F <br /> Meeting Date:April 28, 2025 <br /> MOUNDS VIEW Type of Business: Consent Agenda <br /> Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Rayla Sue Ewald, Human Resource Director <br /> Item Title/Subject: Resolution 10098,Approving the Hire of Bradley Holt to Public Works <br /> Arborist/Parks Maintenance Position <br /> Background: <br /> The Public Works Arborist/Parks Maintenance position was posted according to the Public Works Labor <br /> Agreement, internally for five (5) days, and then posted externally. <br /> Discussion: <br /> Staff interviewed multiple candidates for the position. The panel selected candidate Bradley Holt as the <br /> best fit for the position. Mr. Holt has over five years of municipal public works experience. <br /> Mr. Holt would be a member of the Public Works Collective Bargaining Unit. Due to Mr. Holt's 5+ years of <br /> maintenance experience within Public Works, staff requests to treat Mr. Holt as a lateral transfer, starting <br /> his wages at Grade 6, Step 5 of the pay scale. Mr. Holt meets all requirements for the position except for <br /> an ISA Arborist Certification. He will be required to obtain his ISA Arborist Certification within three years <br /> of starting the position. Mr. Holt will advance to Step 6 of the pay plan on his one-year anniversary OR <br /> sooner if he completes his ISA Arborist Certification prior to his one-year anniversary date. Mr. Holt will <br /> have a maximum of three years to complete his ISA Arborist Certification. If the certification is not completed <br /> within the three-year timeframe, staff will discuss consequences, which may include reposting of the <br /> Arborist/Parks Maintenance position. Each additional Step will follow on Mr. Holt's anniversary date or from <br /> the date Mr. Holt achieves his ISA Arborist Certification. Mr. Holt will be subject to an 18-month probationary <br /> period with pay increases dependent on continued success within the probationary period.
