RESOLUTION NO. 10098 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> A RESOLUTION APPROVING THE HIRE OF BRADLEY HOLT <br /> TO PUBLIC WORKS ARBORIST/PARKS MAINTENANCE POSITION <br /> WHEREAS, upon direction from the Mounds View City Council and in accordance with the Public <br /> Works Collective Bargaining Unit Labor Agreement, the Public Works Arborist/Parks Maintenance position <br /> was advertised internally for five (5)days, then posted externally for qualified candidates to apply; and, <br /> WHEREAS, Bradley Holt's work ethic, attitude, job skills, and 5+ years of municipal public works <br /> experience were determined to most closely match the requirements of the job description; and, <br /> WHEREAS, the hiring procedures consisted of an oral interview, pre-employment physical and <br /> drug testing, reference and background checks, and a hiring assessment conducted by an outside vendor, <br /> and; <br /> WHEREAS, Mr. Holt will be a member of the Public Works Collective Bargaining Unit, and subject <br /> to the established job classification system as set forth in the Public Works Labor Agreement; and, <br /> WHEREAS, Mr. Holt will begin employment as a Grade 6, Step 5 of the pay scale based on the <br /> Public Works Collective Bargaining Unit Labor Agreement, which is $38.20 per hour; and, <br /> Grade 6 <br /> 4% 3.75% 3.75% 3.75% 3.5% 3.25% 3% 2.75% <br /> Step 1 Step 2 Step 3 Step 4 Step 5 Step 6 Step 7 Step 8 Step 9 <br /> $32.89 $34.21 $35.49 $36.82 $38.20 $39.54 $40.83 $42.05 $43.21 <br /> WHEREAS, Mr. Holt will be required to obtain his ISA Arborist Certification within three-years of <br /> starting the position. When he achieves the ISA Arborist certification, Mr. Holt will advance to the next step <br /> within the pay plan. <br /> NOW,THEREFORE, BE IT RESOLVED that the Mounds View City Council does hereby approve: <br /> • The hire of Bradley Holt to the Arborist/Parks Maintenance Position within the Public Works <br /> Department at Grade 6, Step 5 of the pay plan (currently$38.20/hour). <br /> • Eligible for a Step increase based on successful job performance on the annual anniversary date. <br /> • Eligible to advance to the next Step in the pay plan when he achieves his ISA Arborist Certification, <br /> which will then be his new anniversary date for Step increases. <br /> • Mr. Holt will have three years to achieve the ISA Arborist Certification. If the certification is not <br /> achieved, staff will discuss consequences which may include reposting of the Arborist/Parks <br /> Maintenance position. <br /> • The City acknowledges Mr. Holt's prior municipal public works experience and hires him as a lateral <br /> employee, beginning his vacation time at 15 days as all employees acquire through year 10. <br /> However, after his sixth year, will advance vacation time to 16 days, and then 17 days as of seven <br /> years, etc. per the vacation policy. <br /> • Mr. Holt will observe an 18-month probationary period with employment to begin on or around May <br /> 5, 2025. <br /> Adopted this 28"day of April, 2025. <br /> Zach Lindstrom, Mayor <br /> ATTEST: <br /> Nyle Zikmund, City Administrator <br /> (seal) <br />
