The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: <br />Meeting Date: July 7, 2025 <br />Type of Business: CB <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 10124 Authorizing the Additional Funding for the <br />Relocation of the Zipline Equipment from Hodges Park to Silver <br />View Park and Addition of a Zip Track <br />Introduction: <br />The City Council is being asked to consider relocating the Zipline from Hodges Park to Silver View <br />Park. <br /> <br />Background/Discussion: <br />City Council passed Resolution 9502, on November 22, 2021, approving a new playground for <br />Hodges Park which included a Zipline, a new feature for City parks. The Park and Recreation and <br />Forestry Commission (PRFC) wanted to provide a new feature for a park, South of Mounds View <br />Boulevard after the splash pad was installed. <br /> <br />The Zipline has been a huge hit and has brought more park patrons to Hodges Park. Since the <br />Zipline was installed, the popularity recently has garnered mixed feelings. While many of the park <br />patrons have enjoyed the Zipline, property owners adjacent to the park have raised concerns with <br />the noise level, language and after park hours use. <br /> <br />During the open house on July 11, 2024, for the Park System Master Plan, residents living next <br />to the Hodgers Park attended and expressed their concerns and asked what could be done to <br />address these issues. They were advised to approach the Commission first to make them aware <br />of the concerns with the Zipline. <br /> <br />The property owners have attended several City meetings including the joint Council/Park and <br />Recreation and Forestry Commissions on February 27, 2025, where the draft Park System Master <br />Plan was presented. At this joint meeting the City Council Requested the Commission look into <br />relocating the Zipline. <br /> <br />PRFC requested Public Works Staff to investigate moving the Zipline, to include possible new <br />locations and associated costs. <br /> <br />The City Council passed Resolution 10104, on June 9, 2025, approving moving the zip line to <br />Silver View Park at a cost of $53,649.50. During this meeting the Council further directed Staff to <br />obtain cost to install an additional zip line that would be handicap accessible. <br /> <br />At the June 23, 2025 City Council meeting Staff during reports informed the Council of the <br />additional costs for installing of the additional zip line, concrete and wood fiber. Council again <br />requested Staff to further investigate adding rubber approaches to the Zip Line and bring to these <br />cost to the next Council meeting. <br /> <br />Staff has received a quote from MWP Recreation for the moving of the Zip Line, and the adding <br />of a ZIP Track, additional concrete sidewalk and poured in place rubber for the Zip Track, <br />
