Item No: 05F <br /> Meeting Date: July 14,2025 <br /> MUL-NDIS, <br /> VVtE-W <br /> Type of Business: Consent Agenda <br /> Administrator Review: <br /> city of mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Rayla Sue Ewald, Human Resource Director <br /> Item Title/Subject: Resolution 10121, Approving the Hire of Clint Schumann to Public <br /> Works Utilities Maintenance Worker Position <br /> Background: <br /> The Public Works Utilities Maintenance Worker position was posted according to the Public Works Labor <br /> Agreement, internally for five (5) days, and then posted externally. <br /> Discussion: <br /> Staff interviewed and then selected candidate Clint Schumann as the best fit for the position. Mr. Schumann <br /> has over 10 years of municipal public works experience. Mr. Schumann will be a member of the Public <br /> Works Collective Bargaining Unit. Due to Mr. Schumann's 10+ years of maintenance experience within <br /> Public Works, staff requests to treat Mr. Schumann as a lateral transfer, starting his wages at Grade 5, Step <br /> 9 of the pay scale. Mr. Schumann meets all requirements for the position,which includes holding all required <br /> certifications for the position, including a Class A Commercial Driver's License. <br /> Staff offered a higher vacation accumulation of 16 days per year. On Mr. Schumann's one year anniversary, <br /> vacation will increase to 17 vacation days; on the second-year anniversary, vacation will increase to 18 <br /> days; on third year anniversary, vacation will increase to 19 days; on fourth year anniversary, vacation will <br /> increase to 20 days; on 9-year anniversary, vacation will advance to 25-days (maximum vacation accrual). <br /> This request aligns with years of service within the personnel manual. Also, Mr. Schumann requested to <br /> have 50 hours of vacation on the books when he begins his employment. The City has accommodated <br /> other employees making similar new hire negotiations. Staff and the HR Committee agree with the request <br /> and look forward to Mr. Schumann joining the Public Works team.
