MOUNDS,ST <br />VIEW <br />City of Mounds View Staff :Report <br />Item No: 8L <br />Meeting Date: July 14, 2025 <br />Type of Business: CB <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 10130, Approving the Implementation of an Advisory (sub) <br />Committee for the Park System Master Plan <br />Background/Discussion: <br />The City of Mounds View has many responsibilities to include efficiently operating and <br />managing the entire Park system. The Park system includes 11 Parks with over 123 acres <br />of grounds, 9 basketball courts, 2 tennis courts, 11 playgrounds, 4 park buildings, 5 soccer <br />fields, 7 bail fields, a disc golf course plus numerous other park infrastructure and <br />amenities. <br />The City Council Approved Resolution 10129, accepting the 2040 Park System Master Plan <br />as presented by WSB. <br />Additionally at the July 7, 2025, Work Session, the Council directed Staff to create an <br />Advisory sub Committee to the Parks and Recreation and Forestry Commission. <br />This Committee would research funding options for implementing the 2040 Park System <br />Master Plan, these funding options may include, but not limited to, a local levy, bonding <br />(General Obligation Bonds), grants, or a local sales tax. <br />Staff has developed the name for this Committee as GOAL Parks (GOAL: General <br />Obligation and Levy) <br />The Council requested that the Committee have (1) representative from each neighborhood <br />located in the areas of the following parks: <br />1) <br />Groveland <br />2) <br />Greenfield <br />3) <br />Woodcrest <br />4) <br />Hillview <br />5) <br />Lambert <br />6) <br />Silver View <br />7) <br />Hodges <br />8) <br />City Hall <br />9) <br />Oakwood <br />10) <br />Ardan <br />To also include: <br />(2) Park and Recreation and Forestry Commission Liaisons - (1) one being <br />the Chair of the Parks and Recreation and Forestry Commission. <br />• (1) City Staff— Director of Public Works/Parks and Recreation. <br />
