Item No: 02 <br /> MOUNDS VIEW Meeting Date: August 4, 2025 <br /> Type of Business: City Council Worksession <br /> City Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Jeremiah Anderson, Housing/Code Enforcement Inspector <br /> Item Title/Subject: Code Enforcement Overview & Trends <br /> Introduction: <br /> The City of Mounds View has adopted various ordinances that regulate land use, building <br /> construction, fire safety and outside storage and maintenance of existing buildings and <br /> homes in the City. These ordinances are codified into the Municipal Code and include the <br /> Zoning Code, Building Code, Fire Code, Housing Maintenance Code, and Nuisance Code. <br /> The Community Development Department is involved with the regulation and enforcement <br /> of said ordinances, with the goal and intent of maintaining Mounds View as a safe and <br /> desirable place to live and work. <br /> As the City Council was reviewing the 2026-2028 Strategic Plan update the Council <br /> requested that staff provide a report to the City Council at a future City Council worksession <br /> explaining the historical and current trends so that the Council has a better understanding <br /> of the type and amount of code violations and can discuss and offer any potential solutions. <br /> Discussion: <br /> Mounds View recognized the importance of housing maintenance as evidenced by the <br /> adoption of a local Housing Maintenance Code and rental dwelling license and inspection <br /> ordinance for multi-unit dwellings that date back to the 1970's. Over time and based on <br /> the needs of the community that ordinance has evolved to include rented duplex and <br /> single-family homes. In 2006 the City adopted the International Property Maintenance <br /> Code (IPMC), a companion document to the Building and Fire Code produced and <br /> developed by the International Code Council (ICC) with local amendments and adopted in <br /> the State of Minnesota. <br /> It is important to note how the Zoning Code, Building Code, Fire Code, Housing <br /> Maintenance Code and Nuisance Code work together to establish and regulate community <br /> standards. In general, the Zoning Code establishes subdivision and lot size requirements; <br /> defines allowed uses in different areas of the City; and establishes setbacks from property <br /> lines. The Building Code and Fire Code regulate how one builds, erects or remodels a <br /> structure; establishes safe methods to support loads of roofs and foundation support <br /> systems; and to be reasonably safe from fire. <br />
