Mounds View City Council September 8, 2025 <br />Regular Meeting Page 4 <br /> <br /> <br />Finance Director Bauman requested the Council approve the preliminary property tax levy for <br />fiscal year 2026 and set the public hearing date for December 1, 2025. She noted the final tax levy <br />would be approved on December 8, 2025. She indicated the preliminary levy has been set at 9% <br />and noted the Council would be working to reduce this number between September and December. <br /> <br />MOTION/SECOND: Clark/Meehlhause. To Waive the Reading and Adopt Resolution 10150, <br />Approving the Preliminary Property Tax Levy for Fiscal Year 2026 and Setting the Public Hearing <br />Date. <br /> <br />Council Member Smith indicated she did not support the 9% preliminary levy amount. She stated <br />she supported the 7.5% number. She reported she did not want to see the City overtaxing its <br />residents and she did not want residents to lose their homes. She supported the Council reducing <br />the preliminary levy amount. <br /> <br /> Ayes – 4 Nays – 1 (Smith) Motion carried. <br /> <br />E. Resolution 10151, Approving the Preliminary EDA Property Tax Levy for <br />Fiscal Year 2026. <br /> <br />Finance Director Bauman requested the Council approve the preliminary EDA property tax levy <br />for fiscal year 2026. She reported the EDA would be levying $160,000 in the coming year, which <br />was the same amount as 2025. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 10151, <br />Approving the Preliminary EDA Property Tax Levy for Fiscal Year 2026. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />F. Introduction and First Reading of Ordinance 1048 (Replaces Ordinance 1022 <br />12/09/2024), Amending the Municipal Code Relating to Hauling of Solid Waste <br />and Pricing Transparency. <br /> <br />City Administrator Zikmund requested the Council introduce an Ordinance that would amend City <br />Code related to the hauling of solid waste and pricing transparency. <br /> <br />Council Member Smith asked when licenses had to be applied for. City Administrator Zikmund <br />reported the license ran through the calendar year from January to December. <br /> <br />Council Member Smith inquired if the City was asking waste haulers to set their fees prior to <br />knowing what the taxes and fees would be from the County and State. <br /> <br />Mayor Lindstrom reported waste haulers are allowed to set their fees as they deem fit and these <br />rates are then made transparent to residents. He discussed why the City was now requiring haulers <br />to set a maximum price, noting this addressed the concern of varying prices for Mounds View <br />residents. He stated he did not believe this was an unreasonable request.
