City Council Staff Report <br />9/8/2024 — Conditional Use Permit, Additional Storage building, 8031 Greenwood Dr <br />Page 5 <br />Options <br />1) Recommend approval of the CUP as presented with the recommended conditions <br />and findings, or as modified by the Planning Commission. <br />2) Recommend denial of the CUP, with findings for denial. <br />3) Table the item to a future meeting to gather more information or more discussion. <br />Recommendation <br />A Public Hearing was conducted at the Planning & Zoning Commission's regular meeting <br />September 3, 2025. Staff is recommending the City Council approve Resolution 10145, a <br />Resolution Recommending the Approval of a Conditional Use Permit for a Storage Building at <br />8031 Greenwood Drive; Mounds View Planning Case CM2025-0001, consistent with Planning <br />Commission approval of the Conditional Use Permit with the following conditions and findings of <br />facts via a motion. <br />Conditions of Approval <br />1) The combined square footage of all accessory buildings is 1,600 square feet and shall <br />not exceed 1,800 square feet. <br />2) The proposed storage building will be constructed per the plans submitted to the city <br />and reviewed with this request. <br />3) The proposed storage building shall adhere to the requirements of Section <br />160.088(E)(4). <br />4) The applicant shall secure all other applicable permits for their request. <br />5) The applicant shall pay all fees and escrows associated with this request. <br />Findings of Facts for Approval <br />1) The city has specific development standards in the zoning code. <br />2) The current site at 8031 Greenwood Drive is zoned R-1, Single Family Residential. <br />3) The applicant proposed to construct a 1,140 sq. ft shed, resulting in a total accessory <br />structure area of 1,600 sq. ft. <br />4) Section 160.087 allows up to 1,800 sq. ft of accessory structures, but requires a CUP for <br />any total exceeding 952 sq. ft. <br />5) The proposed accessory structure meets the numerical limits and includes a garage, <br />satisfying the requirements of Section 160.088(E), and the CUP criteria in Section <br />160.452. <br />6) The proposed shed is located at the rear of the property and is not expected to <br />negatively impact neighboring properties. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
