Mounds View City Council September 22, 2025 <br />Regular Meeting Page 2 <br /> <br />MOTION/SECOND: Clark/Smith. To Waive the Reading and Adopt Resolution 10154, <br />Appreciation to the Minnesota Firefighters Pipes and Drums. <br /> <br />Council Member Gunn thanked the Minnesota Firefighters Pipes and Drums for their wonderful <br />performance at the end of the dedication ceremony. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />7. PUBLIC COMMENT <br /> <br />Acting Mayor Meehlhause encouraged the public to speak with kindness and respect when <br />addressing the City Council during Public Comment. <br /> <br />Vince Meyer, 8380 Spring Lake Road, asked if there was a GoFundMe for the mermaid. <br /> <br />Acting Mayor Meehlhause reported the City was not able to create a GoFundMe for any project. <br /> <br />Mr. Meyer questioned how much the City spent on refurbishing and reinstalling the mermaid. <br /> <br />Acting Mayor Meehlhause asked that City Administrator Zikmund speak with Mr. Meyer <br />regarding this matter. <br /> <br />Mr. Meyer reported he walked the memorial park and explained the workmanship was terrible. He <br />noted there was concrete on the light poles and some of the concrete was already cracking. He <br />encouraged the City Council to look into this. <br /> <br />Sharon Kirscher, 8406 Red Oak Drive, recommended a proclamation be brought forward to honor <br />public works for all of the work they did at Festival in the Park, the Tribute Park and for the <br />reinstallation of the mermaid. <br /> <br />Luke Edmond, 8407 Spring Lake Road, thanked the City for all of their efforts on Festival in the <br />Park. He commented his main concern was with the driveway work that would be done on Spring <br />Lake Road. He indicated letters were sent out and he never received a letter for his property. He <br />inquired if there were still outstanding issues that were being addressed and asked that staff reach <br />out to him regarding this matter. <br /> <br />8. COUNCIL BUSINESS <br />A. PUBLIC HEARING: Second Reading of Ordinance 1048, Amending the <br />Municipal Code relating to Hauling of Solid Waste and Pricing (License Rates <br />Transparency) ROLL CALL VOTE. <br /> <br />City Administrator Zikmund requested the Council adopt an Ordinance that would amend the <br />Municipal Code relating to hauling of solid waste and pricing in order to provide price rate <br />transparency. He reported the City had not received any resident comments in the last two weeks, <br />but has received comments from solid waste haulers. <br />
