Mounds View City Council September 22, 2025 <br />Regular Meeting Page 3 <br /> <br />City Attorney Riggs explained that the City received correspondence from an attorney representing <br />a national hauler regarding this matter. He stated he reviewed the letter and disagreed with the vast <br />majority of the language in the letter. He indicated there has been some questions regarding this <br />letter and based on the previous discussions for this ordinance; he recommended the last sentence <br />of Paragraph F be removed. <br /> <br />Council Member Clark stated she supported this recommendation. <br /> <br />MOTION/SECOND: Clark/Gunn. To remove the last sentence from Paragraph F. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />Acting Mayor Meehlhause opened the public hearing at 6:16 p.m. <br /> <br />Heidi Dwinnell, 2403 Sherwood Road, explained she has lived in Mounds View for the past 20 <br />years. She indicated her garbage bill recently went up $30 from Ace Solid Waste. She commented <br />she supported the City having one central garbage hauler, especially considering how her garbage <br />bill has substantially increased. <br /> <br />Luke Edmond, 8407 Spring Lake Road, reported he supported the proposed ordinance. He noted <br />he was with Walter’s and was paying $90 per quarter and he has since moved to Ace Solid Waste <br />and he was now paying $40 per quarter. He encouraged Ms. Dwinnell to reach out to Ace in order <br />to see if they could provide a better rate. <br /> <br />Hearing no further public input, Acting Mayor Meehlhause closed the public hearing at 6:19 p.m. <br /> <br />MOTION/SECOND: Gunn/Clark. To Waive the Second Reading and Adopt Ordinance 1048, <br />Amending the Municipal Code relating to Hauling of Solid Waste and Pricing (License Rates <br />Transparency) as amended directing staff to publish an Ordinance summary. <br /> <br />ROLL CALL: Clark/Gunn/Smith/Meehlhause. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />B. Resolution 10152, Authorizing the Purchase of a 2026 Vactor 2100I with 2026 <br />Kenworth T480 chassis. <br /> <br />Public Works/Parks and Recreation Director Peterson requested the Council authorize the <br />purchase of a 2026 Vactor 2100I with 2026 Kenworth T480 chassis. He explained Public Works <br />would use this piece of equipment to clean the City’s sewer and sanitary sewer lines. It was noted <br />that the City’s current Vactor was 14 years old. After speaking with the vendor, staff learned this <br />piece of equipment was six to eight months out for delivery. Staff reviewed the cost for the Vactor <br />and recommended approval of the purchase. <br /> <br />Acting Mayor Meehlhause asked if this purchase would impact the 2025 budget in any way.
