Affordable Housing Background and Information <br /> Fall 2025 <br /> Definitions: <br /> LAHA—Local Affordable Housing Aid—Created by the Legislature in 2023. LAHA is aid to Metropolitan <br /> Local Governments (populations over 10,000) and is funded through a new dedicated sales tax in the <br /> seven-county metro area. As sales tax varies, the amount of aid will vary. <br /> SAHA—Statewide Affordable Housing Aid—created same year, sales tax is statewide and is pad to all 87 <br /> counties and all tribal nations. <br /> Both programs are regulated by the State, with annual reporting requirements and use of funds within <br /> 48 months of receipt. Reports are due annually on December 1. <br /> Affordable Housing- In Minnesota, "affordable housing" typically means housing that costs less than <br /> 30%of a household's income, with the income level often defined by the Area Median Income <br /> (AMI). Specific programs define "affordable" based on different AMI percentages, such as 80%of AMI <br /> for homeownership programs and 60%or 50%of AMI for rental programs, as determined by HUD. <br /> Homeless Shelter- In Minnesota, a homeless shelter is any facility providing temporary indoor sleeping <br /> accommodations for homeless individuals and families, including those who are survivors of domestic <br /> violence or sexual assault, regardless of its ownership, operation, or funding source.To qualify as a <br /> "homeless" person,you must lack a fixed, regular, and adequate nighttime residence. <br /> NOAH—Naturally Occurring Affordable Housing- Naturally occurring affordable housing (NOAH) <br /> is residential housing that remains affordable to low-and moderate-income households without <br /> government subsidies or affordability restrictions. <br /> • Percentage/Number of homes in Mounds View that may meet NOAH definition: <br /> • Manufactured Homes—Approximately 570—11%of our housing stock <br /> • 2024 Census—2811 Single Family homes and 253 townhomes for a total of 3,064 homes. Of that <br /> it is estimated that between 1,000 of these may meet the definition of NOAH. Just over 1600 of <br /> Mounds Views 5,417 homes (includes multi-family) were constructed between 1939 and 1960. <br /> Cost Burdened Household -A cost-burdened household is one that spends more than 30%of its income <br /> on housing costs, including rent or mortgage payments, utilities, and associated fees.These households <br /> are vulnerable because they have less money to spend on necessities like food,transportation, and <br /> clothing. A household spending more than 50%of its income on housing is considered severely cost- <br /> burdened. <br /> CSC—Community Support Center—New Brighton based non-profit, supported and funded by local area <br /> churches-Gracepoint Church, Christ the King Lutheran Church, United Church of Christ in New Brighton, <br /> Messiah Lutheran Church. St.John the Baptist Catholic Church, Faith Christian Reformed Church, Abiding <br /> Savior Lutheran Church, Salem Covenant Church, Pilgrim House Unitarian Universalist Fellowship, <br /> Bethlehem Baptist Church and Atonement Lutheran Church. The primary focus of CSC is to prevent <br /> homelessness via budget counseling, rental assistance, emergency home and automotive repair. <br />
