Sacred Settlements-Sacred Settlements are tiny home communities located on religious properties in <br /> Minnesota, established by a 2023 state law to address chronic homelessness.The law provides a legal <br /> framework for religious institutions to build and host these settlements, requiring them to meet safety, <br /> utility, and community standards while adhering to landlord-tenant laws. Residents include chronically <br /> homeless individuals, extremely low-income individuals, and "designated volunteers" who live in <br /> community with others and are approved by the governing religious institution. <br /> • Prince of Peace in Roseville is established and operating. <br /> • Sacred Settlement Mosaic(Mosaic Christian Community) in St. Paul is established and operating. <br /> • Church of the Open Door in Maple Grove is working towards establishing their community. <br /> Warming Houses—Temporary seasonal shelters that provide a "warm/safe" sleeping environment for <br /> homeless people during cold weather months. There are no regulatory provisions or county/state <br /> oversight of these. If Mounds View wanted to use one of our Skating Rink Warming Houses for this <br /> purpose,we could use the building and establish all operational procedures. If a faith community want <br /> to open up some of their space, that could also be done. NOTE—No LAHA money can be used for <br /> warming house operations—capital or operating. <br /> Qualifying LAHA/SAHA Uses: <br /> • Emergency rental assistance for households earning less than 80%of area median income (AMI) <br /> as determined by the U.S. Department of Housing and Urban Development (HUD) <br /> • Financial support to nonprofit affordable housing providers in their mission to provide safe, <br /> dignified, affordable and supportive housing. <br /> • Development of market rate residential rental properties outside of the metro area if certain <br /> conditions are met. <br /> • Projects designed for the purpose of construction, acquisition, rehabilitation, demolition or <br /> removal of existing structures, construction financing, permanent financing, interest rate <br /> reduction, refinancing and gap financing of affordable housing. <br /> Specific Prohibitions: <br /> Shelter and other non-permanent housing options for people experiencing homelessness, including <br /> operating costs and services. <br /> Mounds View LAHA Aid: <br /> Mounds View received $71,412 in the 2024 aid distribution. Total LAHA Aid was$16,104,806 <br /> Mounds View is expected to receive just over$190,000 as part of the 2025 distribution. <br /> Cost Burdened Households: <br /> Per data from Minnesota Compass; 49.6%of renters in Mounds View are cost-burdened and 17.4%of <br /> owner households. Data is based on 2019 to 2023 information. <br /> Examples of how metro cities and counties are using their LAHA funds: <br /> • Hennepin County:Allocated $5 million in 2024 to prevent 1,270 evictions through emergency <br /> rental assistance.The county also uses funding to build the capacity of affordable housing <br /> developers and to capitalize service reserves for supportive housing. <br />
