MOtnvnS VIEW <br /> Affordable Housing Information <br /> Affordable Housing in Mounds View: <br /> Mounds View has 18 Apartment Properties.The Boulevard Apartments (2019) has 60 units of Workforce <br /> Housing and accepts Vouchers. The city provided TIFF and other subsidies. The Villas of Mounds View(2023) <br /> is a 120 Unit age restricted (55+) that participates in Section 42 Tax Credits. The City subsidized site <br /> acquisition, aided in housing grants, and provided TIFF. <br /> General Information: <br /> 30%of our population lives in rental properties. 32%of our housing is greater than 50 years old—1,728 <br /> structures best defined as 960 Ramblers (square footage, minimum building code at the time). There are 561 <br /> Manufactured Homes in three parks. All meet the definition of Naturally Occurring Affordable Housing or <br /> NOAH. The city is fully developed with minimal infill lots available, most of which have challenges ranging from <br /> access to watershed issues to utility connections. <br /> Zoning Code: <br /> The City undertook a comprehensive review of the code as part of the last Comprehensive Plan update and has <br /> continuously worked to update with recent including a reduction in parking requirements and setbacks. In the <br /> past 6 months,the council enacted final adoption of the Zoning Code to allow Accessory Dwelling Units. <br /> LAHA Money: <br /> The City received just under$200,000 per year. Uses include providing rental assistance to families facing <br /> eviction. Staff has had several meetings with the Faith Community specific to exploring a Sacred Settlement <br /> whereby the city would be providing the funding to construct the homes. Council will be reviewing this issue in <br /> depth at their November workshop with consideration of establishing a grant program for any NOAH qualified <br /> structure specific to hot water heater, furnace, roof, skirting/insulation, and window repair/replacement if <br /> income qualified. With over 2,200 properties,there is a high probability the need far in exceeds the funding. <br /> Opposition to 2024 Housing Bills: <br /> 1. Mounds View has several areas with very large lots (180" wide x 720' deep')which could allow a <br /> developer to purchase 4 or 8 homes and erect a multi-story behemoth in the middle of a quiet wooded <br /> neighborhood dramatically changing the fabric of that neighborhood. <br /> 2. Elimination of onsite parking would create havoc in our city as many of our streets have no parking <br /> lanes constructed as part of the street, and current City ordinance prohibits overnight street parking. <br /> Street snow plowing becomes much more challenging with cars being allowed to park overnight <br /> 3. Density drives police calls. Mounds View already spends over 50%of our budget on public safety. <br /> Increasing our density will only exacerbate this. The department has not fully recovered from the <br /> pandemic and fallout from the George Floyd murder, and is still down 10%of our officers. <br /> 4. There are no requirements for builders/developers to construct affordable units as a mandatory <br /> condition of any bills. <br /> 5. The primary issue is income/income equality. Increase minimum wages and/or funding for housing. <br /> The current funding of$16 million—based on construction costs of$245,000 a unit, would result in <br /> the construction of 65 affordable units. It will take 161 years at the current pace to meet todays <br /> demand. <br />
