• City of Minneapolis: Uses its aid for its Affordable Housing Trust Fund, which provides funding <br /> for new construction, preservation, and homeownership projects. In 2024,the city budgeted <br /> $1.8 million of local funds for an Emergency Rental Assistance program. <br /> • City of St. Paul: Planned to use $2 million from its 2025 LAHA funds for a new Emergency Rental <br /> Assistance program. <br /> • City of Bloomington: Splits its funds 50/50 between affordable homeownership and affordable <br /> development projects. <br /> • City of Hopkins: Projected to receive nearly$470,000 in 2025 and plans to use it for affordable <br /> housing production and preservation. <br /> • City of Maple Grove:Allocated its 2024 funds to expedite existing projects, including increasing <br /> contributions to the Hennepin County Rehab Loan program and supporting affordable senior <br /> housing. <br /> • Carver County: Is dedicating funds to rehabilitate existing properties into new rental units and <br /> to provide down payment assistance for homebuyers. <br /> • Dakota County: Partnering with its Community Development Agency,which is managing the <br /> LAHA funds for some cities.The CDA is using the funds for initiatives such as home rehabilitation <br /> and to build capacity to administer the funding. <br /> Overall usage of LAHA funds: <br /> • Emergency rental assistance: Multiple cities and counties are targeting funds toward stabilizing <br /> households to prevent evictions and homelessness. <br /> • Affordable housing development: Funds are being used for gap financing, land acquisition, and <br /> other costs associated with building new units. <br /> • Housing rehabilitation and preservation: LAHA is used for preserving existing naturally <br /> occurring affordable housing (NOAH), repairing homes for low-income residents, and addressing <br /> issues like lead hazards. <br /> • Homeownership assistance: Some aid is being used for down payment and closing cost <br /> assistance programs to help lower-income residents buy a home. <br /> City of Mounds View Options—in no order of importance: <br /> 1. Share aid with the County generally or specifically. Example on specifically would be a project <br /> that was located in or near the City of Mounds View. <br /> 2. Provide rental assistance to qualified applicants. As the funds cannot be used for staff duties <br /> related to determining need, continue using CSC to administer. <br /> 3. Rehabilitation grants to Manufactured Home property owners; skirting, roofs,windows and <br /> critical appliances (hot water heater, furnace). <br /> 4. Rehabilitation grants to Single Family Homes meeting NOAH definitions and 80%or less AMI <br /> thresholds. <br /> 5. Work with the Faith Community on establishing a Sacred Settlement and funding the housing <br /> purchase/construction and subsequent critical maintenance of. <br /> What we cannot do with the LAHA Funds: <br /> 1. Operate or fund in any fashion emergency or permanent housing shelters. <br /> 2. Provide "hotel vouchers" to homeless people on cold/bitter nights. <br />
