Item No: 08A MOUNDS VIEW Type Date: November s of Business: Council Business ss City Administrator Review: City or Mounds View Staff Report To: Honorable Mayor and City Council From: Nyle Zikmund, City Administrator Item Title/Subject: Resolution 10171, Retail sale of Cannabis Registration to "Marawanna" operating at 5491 Adams Street Introduction: Since the Minnesota Legislatures legalized cannabis, staff has received numerous inquiries regarding licensing. Under the new laws, cities are compelled to allow/provide registration based on population. In the case of Mounds View, along with one municipal store being allowed, two more registrations shall be granted to applicants who meet all statutory requirements and city zoning regulations. Further, cities are to give preference to applications as they come in, with the first two being given priority. Marawanna represents the first complete application. As of November 5, 2025; we have not received a second complete application. Background: Applicant Peter Schmidt/Marawanna has applied for a Microbusiness Registration with a retail endorsement. They plan to operate — sell product at the property located at 5491 Adams Street — commonly known as the "Fedors Market" property. Operations are limited to retail sales only with manufacturing/processing/growing occurring at other locations and final product transferred to this retail outlet. His application includes documentation of receiving an Office of Cannabis Management (OCM) attestation of receiving preliminary license approval. Applicant Schmidt has "partnered" with Brian Scholten and John Kimmel who have provided an executed copy of a purchase agreement for the 5491 Adams Street property along with a signed copy of a statement of "Letter of Intent to Lease" to Marawanna —AKA Peter Schmidt. Mr. Schmidt details his business address as 8200 Grand Avenue South, Minneapolis, MN. Of note; the registration is with Peter Schmidt; who must remain as the operator under this registration. In a phone conversation on October 29, 2025, Mr. Scholten advised administrator Zikmund of their intent, upon closing; was to move one or more of the existing tenants to another property he owns to enable occupancy by Marawanna. The Marawanna application states they will be operating a secure, professional retail environment that includes a public entry/reception/ID vestibule, sales floor with product displays and point of purchase terminals, back-of-house storage vault, staff workroom/office, and secure delivery/receiving area not accessible to public. 08A The Mounds View Vision A Thriving Desirable Commune.
