Item No: 08A <br /> MOUNDS VIEW Type <br /> Date: November s <br /> of Business: Council Business <br /> ss <br /> City Administrator Review: <br /> City or Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Nyle Zikmund, City Administrator <br /> Item Title/Subject: Resolution 10171, Retail sale of Cannabis Registration to <br /> "Marawanna" operating at 5491 Adams Street <br /> Introduction: <br /> Since the Minnesota Legislatures legalized cannabis, staff has received numerous <br /> inquiries regarding licensing. Under the new laws, cities are compelled to allow/provide <br /> registration based on population. In the case of Mounds View, along with one municipal <br /> store being allowed, two more registrations shall be granted to applicants who meet all <br /> statutory requirements and city zoning regulations. Further, cities are to give preference <br /> to applications as they come in, with the first two being given priority. Marawanna <br /> represents the first complete application. As of November 5, 2025; we have not <br /> received a second complete application. <br /> Background: <br /> Applicant Peter Schmidt/Marawanna has applied for a Microbusiness Registration with <br /> a retail endorsement. They plan to operate — sell product at the property located at <br /> 5491 Adams Street — commonly known as the "Fedors Market" property. Operations <br /> are limited to retail sales only with manufacturing/processing/growing occurring at other <br /> locations and final product transferred to this retail outlet. His application includes <br /> documentation of receiving an Office of Cannabis Management (OCM) attestation of <br /> receiving preliminary license approval. <br /> Applicant Schmidt has "partnered" with Brian Scholten and John Kimmel who have <br /> provided an executed copy of a purchase agreement for the 5491 Adams Street <br /> property along with a signed copy of a statement of "Letter of Intent to Lease" to <br /> Marawanna —AKA Peter Schmidt. Mr. Schmidt details his business address as 8200 <br /> Grand Avenue South, Minneapolis, MN. <br /> Of note; the registration is with Peter Schmidt; who must remain as the operator under <br /> this registration. <br /> In a phone conversation on October 29, 2025, Mr. Scholten advised administrator <br /> Zikmund of their intent, upon closing; was to move one or more of the existing tenants <br /> to another property he owns to enable occupancy by Marawanna. <br /> The Marawanna application states they will be operating a secure, professional retail <br /> environment that includes a public entry/reception/ID vestibule, sales floor with product <br /> displays and point of purchase terminals, back-of-house storage vault, staff <br /> workroom/office, and secure delivery/receiving area not accessible to public. <br /> 08A <br /> The Mounds View Vision <br /> A Thriving Desirable Commune. <br />
