November 10, 2025
Page 2
Guests will be greeted at reception and a trained associate will verify years of age of 21
or greater prior to entry. Transactions occur at attended Point of Sale stations with
purchase limits and eligibility enforced in real time through state approved tracking and
trace/POS systems.
There is NO onsite consumption of products, this includes all indoor and outdoor
property.
Marawanna has submitted the required license/registration fee.
Next Seps:
Council approval of Resolution 10166 provides Marawanna assurance of a statutory
compliant registration allowing them to proceed in retrofitting the property on Adams
Street. Upon completion, they then need to schedule a building code compliance
inspection, fire code compliance inspection, and zoning compliance process. Upon
approval of all the aforementioned, the city compliance process is completed.
We understand that Marawanna is then required to transmit the documents/information
to the Office of Cannabis Management.
Discussion:
As stated earlier, this is the first complete application received, and the entire process is
new for both the applicant and the City. The resolution follows statutory language in
directing staff to issue the registration. Council can choose to bring that final approval
back to council.
Further, state statute provides for sales to occur until 2:00 am. Staff recommends 10:00
pm and is updating the ordinance to reflect that. There is no statutory ability to limit
sales for the day of the week. Cannabis can be sold seven days a week. Mr. Schmidt
has 18 months from the preliminary approval by the state to be open for business.
The applicant has additionally made a request to add a delivery registration and staff is
working with the applicant on that request and will bring it forward upon completion.
Strategic Plan Strategy/Goal:
A progressive city that is welcoming and desirable destination to all ages and cultures,
who seek progress through partnership, and a place where residents can live, work and
play safely and show pride in the community.
08A
November 10, 2025
Page 3
The Mounds View Vision
A Thriving Desirable Community
