RESOLUTION NO. 10171 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION APPROVING A CANNABIS RETAIL REGISTRATION <br /> FOR PETER SCHMIDT - DBA AS "MARAWANNA" FOR THE PROPERTY LOCATED <br /> AT 5491 ADAMS STREET <br /> WHEREAS, the Minnesota Legislature has enacted laws legalizing cannabis and <br /> establishing a regulatory framework for licensing cannabis-related businesses through <br /> the Office of Cannabis Management (OCM); and <br /> WHEREAS, under the new state regulations, municipalities are required to issue <br /> licenses or registrations based on population thresholds, allowing for one municipal <br /> cannabis store and two additional licenses for qualified applicants within the City of <br /> Mounds View; and <br /> WHEREAS, the City is required to prioritize license applications in the order they <br /> are received, with the first two complete applications receiving preference; and <br /> WHEREAS, the application submitted by Peter Schmidt, doing business as <br /> Marawanna, represents the first complete application for a Microbusiness License with <br /> a retail endorsement; and <br /> WHEREAS, Marawanna proposes to operate a retail-only cannabis business at <br /> 5491 Adams Street, commonly known as the "Fedors Market" property, with all <br /> manufacturing, processing, and cultivation occurring off-site; and <br /> WHEREAS, the request is in compliance with the Mounds View City Code, <br /> Chapter 121, Cannabis and Hemp Businesses and applicable zoning requirements; and <br /> WHEREAS, the applicant has provided documentation of preliminary license <br /> approval from the Office of Cannabis Management, along with a signed Letter of Intent <br /> to Lease and executed purchase agreement for the property; and <br /> WHEREAS, Marawanna has affirmed that all transactions will be conducted in <br /> compliance with state tracking and trace systems, with age verification and purchase <br /> limits enforced, and that no onsite consumption will occur; and <br /> WHEREAS, the applicant has submitted the required application materials and <br /> license fee to the City of Mounds View; <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br /> Mounds View that: <br /> Resolution 10171 <br /> The Mounds View Vision <br /> A Thriving Desirable Community <br />
