City Council Staff Report
11/10/2025—Future Land Use Amendment and Rezoning
2416 Hillview Road
Page 2
1 . 0 0
1 1 1 1 1 fl
1 i
0 a 0 0 0
0630234110
US Feet ® '
0 12.5 25 50 ►
1 . 1 11
2024 aerial, per Ramsey County GIS.The subject parcel is outlined in yellow, other parcel lines are in orange.
Figure 1 Site Location
The proposal supports the City's land use goal to strategically invest in redevelopment
opportunities and aligns with Goal 5 of the Comprehensive Plan, which encourages amendments
to the Future Land Use Map and/or Zoning Map when such changes are not expected to result in
significant adverse impacts to the surrounding neighborhood or community.
This change also supports the city's objective to promote housing diversity by facilitating
townhome development, which offers a more affordable and flexible alternative to single-family
housing and accommodates a range of household sizes and income levels. The proposed
townhomes provide a compatible transition between land uses, minimizing potential conflicts and
reinforcing neighborhood character. Furthermore, higher-density residential development at this
location promotes more efficient use of land and existing infrastructure, advancing key principles
of sustainability and fiscal responsibility identified in the Plan.
A request to rezone a property is covered under Section § 160.450 of the city's code.
Comprehensive Plan Amendments are covered under Section § 160.451. Both requests require
review by the Planning Commission and approval by the City Council. A Comprehensive Plan
Amendment, if approved by the City Council, will then have to be approved by the Metropolitan
Council.
The Mounds View Vision
A Thriving Desirable Communiti
