City Council Staff Report <br /> 11/10/2025—Future Land Use Amendment and Rezoning <br /> 2416 Hillview Road <br /> Page 3 <br /> Evaluation <br /> Comprehensive Plan <br /> The Comprehensive Plan serves as the foundational policy document guiding the future physical, <br /> economic, and community development of the City of Mounds View. All land use decisions such <br /> as zoning amendments, subdivision approvals, and development regulations must be consistent <br /> with the adopted Comprehensive Plan. <br /> The Comprehensive Plan also functions as a critical reference for the Planning Commission and <br /> City Council when evaluating private development proposals. For communities within the seven- <br /> county metropolitan area, the Comprehensive Plan and any proposed amendments must align <br /> with the regional policies established by the Metropolitan Council's system and policy plans. <br /> Any amendment to the Comprehensive Plan requires a formal recommendation from the Planning <br /> Commission following a public hearing, and subsequent adoption by resolution of the City Council. <br /> In addition, adjacent municipalities and affected governmental agencies must be provided with a <br /> minimum 60-day review and comment period prior to the Metropolitan Council's consideration <br /> and approval of the proposed amendment. <br /> Impacted Agency Review <br /> A municipality within the seven-county metropolitan area proposing an amendment to their <br /> Comprehensive Plan must provide impacted and adjacent governmental agencies with a <br /> minimum 60-day period to review and comment on the proposed amendment prior to submission <br /> to the Metropolitan Council for approval. This review requirement may be waived if the proposed <br /> amendment meets all of the following criteria as established by the Metropolitan Council: <br /> 1. The amendment pertains to a site of 40 acres or less; <br /> 2. The amendment does not alter the community's growth forecasts or Traffic Analysis Zone <br /> (TAZ) allocations; and <br /> 3. The amendment site is either: <br /> o Located more than one-quarter (%) mile from an adjacent jurisdiction, or <br /> o Situated beyond the notification distance specified in the community's adopted <br /> ordinances for adjacent or affected property owners, whichever is less. <br /> For this request, Conditions 1 and 2 are satisfied. Condition 3 is considered met, as the City of <br /> Mounds View's notification requirements require notice to be sent to properties within 500 feet of <br /> the subject property. This has been confirmed through email correspondence with Metropolitan <br /> Council staff, who advised that the City may proceed with the waiver of the interjurisdictional <br /> review since the nearest jurisdiction (City of Spring Lake Park) is approximately 1,500 feet from <br /> this site. As a courtesy, City staff notified the City of Spring Lake Park and the Rice Creek <br /> Watershed District (RCWD) regarding the proposed development. RCWD commented on the <br /> proposal and acknowledged that the proposed site plan includes over 10,000 square feet of <br /> impervious surface area, which triggers the requirement for stormwater management in <br /> accordance with Rice Creek Watershed District (RCWD) Rule C. As the permitting authority, the <br /> City of Mounds View will administer this requirement through its adopted stormwater regulations <br /> outlined in City Code. <br /> The Mounds View Vision <br /> A Thriving Desirable Community <br />
