City Council Staff Report
11/10/2025—Future Land Use Amendment and Rezoning
2416 Hillview Road
Page 6
guiding the applicant's site as Multifamily Residential. In addition, the site is in close proximity to
other parcels that are guided Multifamily Residential as well.
The proposed rezoning of the subject parcel to R-4 (Multiple-Family Residential District) is
consistent with the City of Mounds View's zoning code and supports the recently proposed
amendment to the Future Land Use Map.
• The R-4 district permits multi-family residential uses by right, including townhome
developments, and is intended to accommodate higher-density housing types. In R-4,
High Density Residential District, townhouses up to eight units are permitted (R-4, High
Density Residential District).
• The site shall meet the minimum lot size and dimensional requirements for the R-4 district,
including setbacks and yard regulations.
• The site meets the minimum lot area per dwelling unit requirement.
Additionally, the R-4 zoning designation is compatible with adjacent zoning districts and land
uses, particularly given the presence of Mixed-Use designations to the south and west, which
further reinforces the appropriateness of introducing medium-density residential development at
this location. The rezoning aligns with the City's goals for housing diversity, land use efficiency,
and neighborhood integration, and is consistent with the comprehensive plan amendment
discussed in the previous section.
Overall, the proposed rezoning is compatible with surrounding zoning and land uses, and
supports the City's goals for housing diversity, land use efficiency, and neighborhood integration.
Rezoning Criteria
The Planning and Zoning Commission shall consider possible adverse effects of the proposed
amendment or conditional use. Its judgment shall be based upon (but not limited to)the following
factors according to Section 160.450:
(1) Relationship to Municipal Comprehensive Plan;
Based on the Mounds View 2040 Comprehensive Plan, the proposed rezoning from R-1 to R-4
is consistent with several key goals and policies, including:
1. Promote Housing Diversity — Encourage a variety of housing types to meet the needs
of residents at different life stages and income levels.
2. Support Land Use Efficiency—Guide development that makes efficient use of land and
existing infrastructure.
3. Encourage Compatible Land Use Transitions—Ensure new development is compatible
with surrounding uses and supports neighborhood character.
The Mounds View Vision
A Thriving Desirable Community
