City Council Staff Report <br /> 11/10/2025—Future Land Use Amendment and Rezoning <br /> 2416 Hillview Road <br /> Page 7 <br /> 4. Strategically Invest in Redevelopment Opportunities — Prioritize redevelopment that <br /> aligns with long-term community goals. <br /> 5. Amend the Future Land Use Map and/or Zoning Map — Support changes when the <br /> proposed designation does not significantly create adverse impacts to the surrounding <br /> neighborhood or community. <br /> The amendment supports housing diversity, promotes infill development, and aligns with the <br /> proposed Future Land Use Map designation of Multi-Family Residential. The project contributes <br /> to the City's long-term vision for balanced residential growth and land use compatibility. <br /> (2) The geographical area involved; <br /> The subject parcel is in a transitional area that includes a mix of residential, institutional, and <br /> limited commercial uses. The site is well-served by existing infrastructure and is situated near <br /> community amenities such as a church, bank, and daycare center. The uses allowed in the R-4 <br /> zone are compatible for the location and compliments the surrounding neighborhood. <br /> (3) Whether the use will tend to or actually depreciate the area in which it is proposed; <br /> Based on the plans submitted by the Applicant, the proposed townhome development is not <br /> expected to depreciate the value of surrounding properties. The design and scale of the project <br /> are compatible with adjacent uses, and the introduction of new, well-maintained housing may <br /> enhance neighborhood stability and appeal. Any development on the property is subject to site <br /> plan review to ensure quality design and compliance with zoning standards. <br /> (4) The character of the surrounding area; and <br /> The surrounding area includes single-family homes, institutional uses, and medium-density <br /> residential zoning. The proposed R-4 zoning is compatible with the existing R-3 zoning to the <br /> west, and provides a logical extension of residential intensity. The proposed townhome <br /> development will maintain the residential character of the neighborhood while offering a different <br /> housing type to meet diverse needs. <br /> (5) The demonstrated need for the use. <br /> There is a demonstrated need for additional medium-density housing options within the City of <br /> Mounds View. The proposed townhomes address local housing demand and support the City's <br /> objective to provide a range of housing types for residents at different life stages and income <br /> levels.
