Mounds View City Council November 10, 2025 <br />Regular Meeting Page 3 <br />1 Mayor Lindstrom questioned what brought Marawanna to Mounds View. Mr. Schmidt reported <br />2 he has been looking for space and found this space because Mr. Kimmel is his landlord in <br />3 Bloomington. <br />4 <br />5 Mayor Lindstrom stated he understood there were mixed emotions when it came to cannabis sales, <br />6 but he anticipated over time, cannabis sales would be normalized. <br />8 Council Member Clark stated she heard from a resident that lives on Adams who was happy to see <br />9 this new business coming to the City of Mounds View. <br />10 <br />11 City Administrator Zikmund reported staff would be bringing back the cannabis ordinance in order <br />12 to modify the hours of operation but noted the Council could move forward with the Marawanna <br />13 registration request. <br />14 <br />15 MOTION/SECOND: Clark/Meehlhause. To Waive the Reading and Adopt Resolution 10171, <br />16 Approving the Cannabis Retailer Registration for Marawanna for the property located at 5491 <br />17 Adams Street as stated in the handout. <br />18 <br />19 A roll call vote was taken. <br />20 <br />21 Ayes — 5 Nays — 0 Motion carried. <br />22 <br />23 B. Resolution 10168, Approving a Comprehensive Plan Amendment to Amend <br />24 the Future Land Use Map Designation at 2716 Hillview Road. <br />25 <br />26 Kribashini Moorthy, Stantec, requested the Council approve a Comprehensive Plan Amendment <br />27 to Amend the Future Land Use Map Designation at 2716 Hillview Road. She explained this <br />28 property was currently owned by the EDA and was proposed to have four townhouses. She <br />29 indicated the property was currently guided for single family detached and needed to be changed <br />30 to multi -family residential. She discussed how the proposed change would serve as a transition <br />31 zone between the mixed use and single family detached families in the area. She commented <br />32 further on the proposed request and recommended approval. <br />33 <br />34 James Kavanaugh, 7956 Red Oak Drive, explained he and his wife have lived at their home for <br />35 the past 53 years. He stated he opposed the rezoning and comprehensive plan amendment. He was <br />36 of the opinion that this was an industrial creep as there were no multi -family dwellings on Red <br />37 Oak Drive, Sunnyside, Hillview, or Fairchild. He did not believe it was right for the City to put <br />38 multi -family dwellings on this property. He feared the City was trying to cut its losses because <br />39 other development had not occurred on this lot. He recommended this comprehensive plan <br />40 amendment and rezoning not be approved. <br />41 <br />42 Mayor Lindstrom clarified that the original property owner approached the City to purchase this <br />43 lot. He explained the City purchased the lot after learning the church did not have the funding to <br />44 purchase the lot for a tiny home development. He reported an apartment building was not proposed <br />45 for this lot, but rather four townhome units were being proposed. He understood residents may not <br />46 find this to be the best use for this lot but the City Council was tasked with finding the highest and <br />
