He stated the proposed townhome development would increase this lots value <br />2 to $2 million, which would not be done if a single-family home were to be located on this lot. <br />3 <br />4 Mr. Kavanaugh expressed concern again that this project was industrial creep. <br />6 Mayor Lindstrom explained that the proposed townhomes would be residential housing units and <br />7 were not deemed industrial. He indicated the townhomes would be owner occupied and not rental. <br />9 Rebecca Scholl, 2467 Hillview Road, explained she served on the Planning Commission and was <br />10 the only no vote for this proposal. She stated she was in favor of increasing the City's tax base, but <br />11 she believed this project would be stretched in order to fit on this unusually shaped lot. She <br />12 anticipated this project would require variances. <br />13 <br />14 Mayor Lindstrom reported that infill projects were unique and that going forward these types of <br />15 projects would require some type of variance. <br />16 <br />17 MOTION/SECOND: Meehlhause/Clark. To Waive the Reading and Adopt Resolution 10168, <br />18 Approving a Comprehensive Plan Amendment to Amend the Future Land Use Map Designation <br />19 at 2716 Hillview Road. <br />20 <br />21 Council Member Smith asked if the City had to make this property available for other developers. <br />22 City Administrator Zikmund explained that the City had a process where this property was put out <br />23 for bid. First Reading of Ordinance 1051, Rezoning the Property at 2716 Hillview <br />Road from R-1(Single Family Residential) to R-4 (Multi Family Residential). <br />33 Kribashini Moorthy, Stantec, requested the Council consider the rezoning of the property at 2716 <br />34 Hillview Road from R-1(Single Family Residential) to R-4 (Multi Family Residential. She <br />35 reported the property is currently zoned R-1 and the applicant would like to construct townhomes, <br />36 which was not a permitted use. She reported that staff recommended rezoning the property to R-4 <br />37 (multi -family residential) in order to allow for the proposed townhomes. <br />38 <br />39 Mayor Lindstrom asked if the R-4 zoning district was viewed as the industrialization of the <br />40 property. Ms. Moorthy reported R-4 was a residential zoning district and industrial uses were not <br />41 allowed. <br />42 <br />43 MOTION/SECOND: Clark/Meehlhause.
