He has entered into a purchase <br />agreement with the EDA for the property located at 2716 Hillview Road (as shown in Figure 1). <br />The parcel is currently vacant and zoned R-1, with a Future Land Use designation of 'Single - <br />Family Detached Residential'. <br />The applicant proposes to construct a single building containing four attached row -style <br />townhome units. <br />At present, the parcel is zoned R-1, Single Family Residential. Under the provisions of the R-1 <br />zoning district (R-1, Single -Family Residential District), attached row -style townhomes are not a <br />permitted use. Therefore, the proposed development would require a rezoning of the parcel to a <br />district that permits this use (such as R-4), or the approval of a planned unit development <br />(PUD). The city's 2040 comprehensive plan includes a future land use map, which guides the <br />future use and development of land within the city. The applicant's parcel is currently guided <br />`Single -Family Detached Residential. <br />To accommodate this development and ensure consistency between the future land use map <br />and the city's zoning map, the applicant is requesting that the parcel be re -designated as `Multi - <br />Family Residential' in the Future Land Use Map, and rezoned to R-4 (Multiple -Family <br />Residential District). <br />The city's Planning Commission held public hearings and reviewed both requests at their <br />11/5/2025 meeting. The Council approved of the amendment to the Comprehensive Plan at <br />their 11/10/2025 meeting, and also held the first reading on the amendment to the zoning map <br />(ordinances and ordinance amendments require two readings). <br />
