The subject parcel is outlined in yellow, other parcel lines are in orange. <br />Figure 1 Site Location <br />The proposed redesignation of the parcel to `Multi -Family Residential' and rezoning to R-4 <br />(Multiple -Family Residential District) aligns with several housing and land use goals outlined in <br />the Mounds View 2040 Comprehensive Plan. The proposal supports the City's land use goal to <br />strategically invest in redevelopment opportunities and aligns with Goal 5 of the Comprehensive <br />Plan, which encourages amendments to the Future Land Use Map and/or Zoning Map when <br />such changes are not expected to result in significant adverse impacts to the surrounding <br />neighborhood or community. <br />This change also supports the city's objective to promote housing diversity by facilitating <br />townhome development, which offers a more affordable and flexible alternative to single-family <br />housing and accommodates a range of household sizes and income levels. The proposed <br />townhomes provide a compatible transition between land uses, minimizing potential conflicts <br />and reinforcing neighborhood character. Furthermore, higher -density residential development at <br />this location promotes more efficient use of land and existing infrastructure, advancing key <br />principles of sustainability and fiscal responsibility identified in the Plan. <br />A request to rezone a property is covered under Section § 160.450 of the city's code. <br />Comprehensive Plan Amendments are covered under Section § 160.451.
