A Comprehensive Plan <br />Amendment, if approved by the City Council, will then have to be approved by the Metropolitan <br />Council. <br />Evaluation: <br />Comprehensive Plan <br />The Comprehensive Plan serves as the foundational policy document guiding the future <br />physical, economic, and community development of the City of Mounds View. All land use <br />decisions such as zoning amendments, subdivision approvals, and development regulations <br />must be consistent with the adopted Comprehensive Plan. <br />The Comprehensive Plan also functions as a critical reference for the Planning Commission and <br />City Council when evaluating private development proposals. For communities within the seven - <br />county metropolitan area, the Comprehensive Plan and any proposed amendments must align <br />with the regional policies established by the Metropolitan Council's system and policy plans. <br />Any amendment to the Comprehensive Plan requires a formal recommendation from the <br />Planning Commission following a public hearing, and subsequent adoption by resolution of the <br />City Council. In addition, adjacent municipalities and affected governmental agencies must be <br />provided with a minimum 60-day review and comment period prior to the Metropolitan Council's <br />consideration and approval of the proposed amendment. <br />Impacted Agency Review <br />A municipality within the seven -county metropolitan area proposing an amendment to their <br />Comprehensive Plan must provide impacted and adjacent governmental agencies with a <br />minimum 60-day period to review and comment on the proposed amendment prior to <br />submission to the Metropolitan Council for approval. This review requirement may be waived if <br />the proposed amendment meets all of the following criteria as established by the Metropolitan <br />Council: <br />1. The amendment pertains to a site of 40 acres or less; <br />2. The amendment does not alter the community's growth forecasts or Traffic Analysis <br />Zone (TAZ) allocations; and <br />3. The amendment site is either: <br />o Located more than one -quarter (%) mile from an adjacent jurisdiction, or <br />o Situated beyond the notification distance specified in the community's adopted <br />ordinances for adjacent or affected property owners, whichever is less. <br />For this request, Conditions 1 and 2 are satisfied. Condition 3 is considered met, as the City of <br />Mounds View's notification requirements require notice to be sent to properties within 500 feet <br />of the subject property. This has been confirmed through email correspondence with <br />Metropolitan Council staff, who advised that the City may proceed with the waiver of the <br />interjurisdictional review since the nearest jurisdiction (City of Spring Lake Park) is <br />approximately 1,500 feet from this site. As a courtesy, City staff notified the City of Spring Lake <br />Park and the Rice Creek Watershed District (RCWD) regarding the proposed development. <br />RCWD commented on the proposal and acknowledged that the proposed site plan includes <br />over 10,000 square feet of impervious surface area, which triggers the requirement for <br />stormwater management in accordance with Rice Creek Watershed District (RCWD) Rule C.
