City Council Staff Report <br />11/24/2025 — Future Land Use Amendment and Rezoning <br />2716 Hillview Road <br />Page 6 <br />Residential. In addition, the site is in close proximity to other parcels that are guided Multifamily <br />Residential as well. <br />The proposed rezoning of the subject parcel to R-4 (Multiple -Family Residential District) is <br />consistent with the City of Mounds View's zoning code and supports the recently proposed <br />amendment to the Future Land Use Map. <br />• The R-4 district permits multi -family residential uses by right, including townhome <br />developments, and is intended to accommodate higher -density housing types. In R-4, <br />High Density Residential District, townhouses up to eight units are permitted (R-4, High <br />Density Residential District). <br />• The site shall meet the minimum lot size and dimensional requirements for the R-4 <br />district, including setbacks and yard regulations. <br />The site meets the minimum lot area per dwelling unit requirement. <br />Additionally, the R-4 zoning designation is compatible with adjacent zoning districts and land <br />uses, particularly given the presence of Mixed -Use designations to the south and west, which <br />further reinforces the appropriateness of introducing medium -density residential development at <br />this location. The rezoning aligns with the City's goals for housing diversity, land use efficiency, <br />and neighborhood integration, and is consistent with the comprehensive plan amendment <br />discussed in the previous section. <br />Overall, the proposed rezoning is compatible with surrounding zoning and land uses, and <br />supports the City's goals for housing diversity, land use efficiency, and neighborhood <br />integration. <br />Rezoning Criteria <br />The Planning and Zoning Commission shall consider possible adverse effects of the proposed <br />amendment or conditional use. Its judgment shall be based upon (but not limited to) the <br />following factors according to Section 160.450: <br />(1) Relationship to Municipal Comprehensive Plan; <br />Based on the Mounds View 2040 Comprehensive Plan, the proposed rezoning from R-1 to R-4 <br />is consistent with several key goals and policies, including: <br />1. Promote Housing Diversity — Encourage a variety of housing types to meet the needs <br />of residents at different life stages and income levels. <br />2. Support Land Use Efficiency — Guide development that makes efficient use of land <br />and existing infrastructure. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
