The Mounds View Vision <br />A Thriving Desirable Community <br /> Item No: 5G <br /> Meeting Date: December 9 , 2025 <br />Type of Business: CA <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 10189, Approving Change #10 Order for the 2025 Street Project <br />Introduction: <br />City Council approved Resolution 10089 in April 2025, authorizing Northwest Asphalt to perform <br />the 2025 Street Reconstruction Project. <br />Background/Discussion: <br />The contractor entered the final phase of the project to include punch list items and warranty work, <br />as of October 27, 2025, and any project close out documentation. <br />On November 7, 2025, Staff notified Northwest Asphalt unless a change order was submitted <br />requesting an extension to the contract, the contract end date of October 30, 2025, and the <br />necessary steps to close out the project will be required. <br />New Parking Lot Construction Delay: <br />The parking lot portion of the project was delayed because Zayo was unresponsive to numerous <br />requests asking that they relocate their existing fiber that was in the construction area for the new <br />rain garden, located on the South side of the parking lot. Plantings were delayed due to the <br />weather becoming too cold. <br />Northwest Asphalt submitted Change Order 10 on December 2nd, 2025, requesting that the <br />contract end date be extended from October 30, 2025, to June 1st, 2026. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. Ensure Clean <br />Water and Maintenance. <br />Financial Impact: No financial Impact to the 2025 Budget: Funds for project close out will need <br />to be transferred to the 2026 budget. <br />Recommendation: <br />Staff recommends the City Council approve Resolution 10189 authorizing Change Order 10 to <br />adjust the contract close-out date to June 1st, 2026, for the 2025 Street Project. <br />Respectfully submitted, <br />Don Peterson, Director of Public Works/Parks and Recreation
