The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 08E <br />Meeting Date: December 9, 2025 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br /> <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 10188, Approving $7,200 for Emergency Food <br />Shelf Support <br /> <br />Introduction: <br />The Federal Government shutdown has disrupted the flow of SNAP benefits to residents <br />across the nation. While it has been restored, there are still gaps in the system. <br />Additionally, staff is aware via media, utility bills, conversations with CSC, and other sources <br />of food insecurity. Staff was asked to reach out to Manna Market to obtain a cost for <br />continuing the drive through food service at the Community Center. This has resulted in <br />challenging circumstances for many fiscally distressed communities. <br /> <br />Background: <br />Funds have been distributed to Ralph Reeder and Manna Market for services through the <br />end of 2025. This resolution extends the support of Manna Market. Staff met with Manna <br />Market and CM Clark Wednesday morning. Council Member Clark will provide commentary <br />as part of the discussion item. The cost has increased as a function of food prices, type of <br />foods (more fresh produce, meats, fruit), as well as need to cover some of the overhead- <br />related items. They are requesting $800 an event. Their cost, validated by their accountant, <br />is approximately $1,100 an event. <br /> <br />Discussion: <br />Council does not meet again prior to the end of the year, if council wishes to provide food <br />support to residents, Manna Market has proven history in their ability to do that. <br /> <br />Strategic Plan Strategy/Goal: <br />A progressive city that is welcoming and desirable destination to all ages and cultures, who <br />seek progress through partnership, and a place where residents can live, work and play <br />safely and show pride in the community. <br /> <br />Financial Impact: <br />$7,200.
