Mounds View City Council January 12, 2026 <br />Regular Meeting Page 3 <br /> <br />City Administrator Zikmund requested the Council adopt a Resolution appointing a Chairperson <br />to the Planning Commission. <br /> <br />Council Member Meehlhause reported the Planning Commission recommended Dennis Farmer <br />remain serving as Chair for 2026. <br /> <br />MOTION/SECOND: Meehlhause/Smith. To Waive the Reading and Adopt Resolution 10200, A <br />Resolution Appointing a Chairperson to the Mounds View Planning & Zoning Commission. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />D. Approval of Resolution 10199, Approving to Amend the Planned Unit <br />Development Agreement for the O’Neil Property Located at 2408 Mounds <br />View Boulevard. <br /> <br />Kribashini Moorthy, Stantec, requested the Council approve a Resolution to amend the Planned <br />Unit Development Agreement for the O’Neil Property located at 2408 Mounds View Boulevard. <br />She explained the applicant was proposing to renovate the existing building for office, childcare <br />and program space while also constructing a new trash enclosure. She indicated the applicant is <br />proposing to add a deck to the west side of the building, which would create an outdoor playground <br />space for children ages 2 to 5. She reported that the property’s original PUD was approved in 1998 <br />and has been amended, most recently in 2023. She discussed the requirements for a PUD <br />amendment noting that the Planning Commission reviewed this item on January 7 and <br />recommended approval with conditions. <br /> <br />Council Member Meehlhause proposed the deck be made one foot shorter so as not to abut the <br />property line. The applicant stated this would be acceptable. <br /> <br />MOTION/SECOND: Clark/Meehlhause. To Waive the Reading and Adopt Resolution 10199, <br />Approving to Amend the Planned Unit Development Agreement for the O’Neil Property Located <br />at 2408 Mounds View Boulevard as amended having the deck one foot shorter so as not to abut <br />the property line. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />E. First Reading of Ordinance 1054, Amending the Zoning Code Regarding <br />Maximum Height Requirements. <br /> <br />Kribashini Moorthy, Stantec, requested the Council introduce an Ordinance that would amend the <br />zoning code regarding maximum height requirements. She discussed how increasing building <br />height along Mounds View Boulevard would assist with redeveloping the corridor. She noted the <br />Planning Commission reviewed this item on January 7. She explained staff advises against using <br />variances for changes to the City’s maximum building height requirements. She reported that the <br />Planning Commission recommended approval of a maximum building height of five stories, not <br />to exceed 60 feet or if four stories, not to exceed 48 feet, for commercial uses along Mounds View <br />Boulevard in the overlay district that are zoned B-1, B-2, B-3 and B-4.
