The Mounds View Vision <br />A Thriving Desirable Community <br /> Item No: 8D <br /> Meeting Date: 1-26-2026 <br />Type of Business: CB <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks, Recreation and Forestry <br /> Pete Szurek, Public Works Superintendent <br />Item Title/Subject: Resolution 10202, Authorization to Replace the Boilers and Water Heater <br />for the City Hall building <br />Background: <br />The City has a service contract with Trane Building Services, which provides yearly inspections <br />services and routine maintenance for the (3) three boilers at City Hall. <br /> <br />The boilers are inspected on an annual basis by the State of Minnesota, weekly by Mounds View <br />Building Maintenance Staff and two times a year by a Trane technician. <br /> <br />Discussion: <br />The (3) three boilers and water heater are approximately 35 years old: circa 1990’s installation. <br />Issues regarding heating and cooling for City Hall have increased within the past 2 years, which <br />have resulted in equipment failures/repairs and of course the related costs. <br /> <br />Trane has submitted a proposal to replace the (3) three 1990’s non-energy efficient boilers with (1) <br />one 2026 Arry AR1000 high efficiency model. Due to the venting changes required for the new boiler <br />installation, and the age of the water heater, Trane has also included a proposal for its replacement. <br /> <br />Staff recommends the proposal from Trane, an OMNIA* vendor, contract #S3-32-10012-25-003, <br />for the purchase and installation of a new boiler and water heater at the cost of $138,498.00. <br /> <br />*OMNIA is similar to state bid pricing but at the national level. <br /> <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br /> <br />Financial Impact: The adopted 2026 Budget, 480-4180-7050, Special Projects includes <br />$130,000.00 for this boiler replacement. The wash bay trench project, also funded in Special <br />Projects, Resolution 10201, came in under budget by $6,032.00 and can be applied per the <br />Finance Director. (The remaining $2,466.00 can be funded from 100-4460-5130, HVAC and <br />plumbing repairs.) <br /> <br />Recommendation: <br />Staff recommends the proposal from Trane for the purchase and installation of a new boiler and <br />water heater at the cost of $138,498.00. Staff is also recommending the Council approve a 4% <br />contingency of $5,539.92, to be funded from 480-4180-7050, Special Projects and from 100- <br />4460-5130, HVAC and plumbing repairs. <br /> <br />Respectfully submitted, <br /> Don Peterson, Director of Public Works/Parks, Recreation and Forestry <br /> <br />Pete Szurek, Public Works Superintendent <br />
