Mounds View City Council January 26, 2026 <br /> Regular Meeting Page 8 <br /> 1 ask federal agents to wear a body camera. He explained this was a matter of transparency as was <br /> 2 having name tags on federal agents. He reported he was married to an immigrant that does not <br /> 3 look like him. He noted his wife came to this country when she was 13 and will no longer leave <br /> 4 the house to get groceries,but rather has the groceries delivered.He stated this was not the America <br /> 5 that he knows. He explained he wanted things to be better in this community. He stated he wanted <br /> 6 the senseless violence to end. He was of the opinion the Council had an opportunity to say certain <br /> 7 activities would not be allowed in Mounds View.He discussed how he loved and trusted the police <br /> 8 department and indicated he did not want this to go away. He reported the community was hurting <br /> 9 and he wanted to see the City Council doing everything in its power to ensure full transparency <br /> 10 was occurring when federal agents were in the community. <br /> 11 <br /> 12 Council Member Gunn stated she heard whistles and horns coming from the apartments in her <br /> 13 building and noted this was very concerning to her. <br /> 14 <br /> 15 Mayor Lindstrom explained he was getting calls almost every day from people who are concerned <br /> 16 about ICE being in Mounds View. He indicated he has received a lot of messages from residents <br /> 17 who are afraid to leave their house. He stated this was happening every day and emotions were <br /> 18 running very high at this time. He understood that everyone processes this in their own way. He <br /> 19 encouraged residents with other opinions to consider how their neighbors are being impacted. <br /> 20 <br /> 21 B. Reports of Staff. <br /> 22 <br /> 23 Public Works/Parks and Recreation Director Peterson discussed the $170,000 grant the City was <br /> 24 awarded from Federal Highway Transportation for safe streets for all. He indicated this grant <br /> 25 would require the City to provide a $40,000 match. He requested the Council authorize staff to <br /> 26 work with the City Attorney on an agreement. <br /> 27 <br /> 28 MOTION/SECOND: Gunn/Clark. To direct staff to work with the City Attorney to draft an <br /> 29 agreement with the Federal Highway Transportation. <br /> 30 <br /> 31 Ayes—5 Nays—0 Motion carried. <br /> 32 <br /> 33 Public Works/Parks and Recreation Director Peterson reported the City was awarded $146,200 <br /> 34 through the DNR for employees to be certified as arborists to assist with creating a forestry plan. <br /> 35 He indicated this grant would also help with education materials and planting of Judicial Ditch 1 <br /> 36 Branch 5 up in Greenfield.He discussed how the trail in this area was in need of better maintenance <br /> 37 in the winter months. He requested the Council authorize staff to work with the City Attorney to <br /> 38 have the property surrounding the trail transferred to the City of Mounds View. <br /> 39 <br /> 40 Mayor Lindstrom asked if it was best to get the State out of the equation when it came to the land <br /> 41 surrounding the trail. Public Works/Parks and Recreation Director Peterson stated this would be <br /> 42 his recommendation and why he was recommending he work with the City Attorney to have this <br /> 43 land transferred to the City. <br /> 44 <br /> 45 Mayor Lindstrom inquired what direction the Park Commission provided regarding this matter. <br /> 46 Public Works/Parks and Recreation Director Peterson explained the Park Commission supported <br />
