Item No : 8B <br /> MOUNDS <br /> VM <br /> Meeting date: February 09, 2026 <br /> Type of Business:�ity Council Business <br /> Administrator Reriew <br /> ON of Mounds View Staff Report <br /> I <br /> To: Mounds View City Council <br /> From: Brian Beeman, Assistant City Administrator <br /> Item Title/Subject: Resolution 10208 Delegating Administration of Local Affordable <br /> Housing Aid (LAHA) Funds to the Mounds View Economic <br /> Development Authority (EDA) <br /> Background <br /> The State of Minnesota provides annual Local Affordable Housing Aid (LAHA)to eligible cities and <br /> counties to support the development, preservation, and stabilization of affordable housing. The <br /> City of Mounds View is an eligible recipient of LAHA funds and will receive annual allocations for <br /> the purpose of supporting affordable housing activities within the community. Minnesota Statutes, <br /> Chapters 469.001-469.47 authorizes municipalities to establish an Economic Development <br /> Authority (EDA) and to delegate to the EDA the powers necessary to carry out housing and <br /> redevelopment activities. The Mounds View Economic Development Authority (EDA) has <br /> organizational capacity, expertise, and administrative structure to manage housing programs, <br /> financial assistance tools, and development activities consistent with LAHA requirements. The <br /> delegation of administration of LAHAfunds to the EDAwill promote efficient program management, <br /> ensure compliance with state requirements, and support the City's long-term housing goals. The <br /> EDA further delegates the administration of many of its loan programs to the Center for Energy <br /> and Environment (CEE). The EDA is still required to pre-screen candidates for the program and <br /> deliver a list of candidates to CEE for program processing. <br /> In order to officially begin administration of the new LAHA program, City staff propose the City <br /> Council and the EDA take the following actions: <br /> 1. The City Council must formally delegate authority from the City of Mounds View to the EDA <br /> by adopting this Resolution in order to administer all funds. <br /> 2. The EDA, with assistance from CEE, will design, implement, and manage LAHA-funded <br /> programs consistent with state law, City Council direction, and adopted housing goals. <br /> 3. The EDA will coordinate with CEE to prepare all required reports, maintain financial and <br /> programming records, and provide updates to the City Council as needed. <br /> The resolution will take effect immediately upon its adoption. <br /> Discussion <br /> The City Council should review and discuss delegating authority from the City to the EDA to <br /> administer the LAHA program. The EDA will consider accepting the City's delegation at its meeting <br />
