RESOLUTION NO. 10208 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> A RESOLUTION DELEGATING ADMINISTRATION OF <br /> LOCAL AFFORDABLE HOUSING AID (LAHA) FUNDS TO <br /> THE MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY (EDA) <br /> WHEREAS, the State of Minnesota provides annual Local Affordable Housing Aid <br /> (LAHA) to eligible cities and counties to support the development, preservation, and <br /> stabilization of affordable housing; and <br /> WHERAS, the City of Mounds View is an eligible recipient of LAHA funds and will <br /> receive annual allocations for the purpose of supporting affordable housing activities <br /> within the community; and <br /> WHEREAS, Minnesota Statutes, Chapters 469.001-469.047 also authorize <br /> municipalities to establish an Economic Development Authority (EDA) and to delegate to <br /> the EDA the powers necessary to carry out housing and redevelopment activities; and <br /> WHEREAS, the EDA is authorized} pursuant to Minnesota Statutes, Sections <br /> 469.090 to 469.1081 (the "EDA Act"), to participate in providing certain loan programs, <br /> including the administration of LAHA funds; and <br /> WHEREAS, the City Council finds that the delegation of administration of the City's <br /> LAHA funds to the Mounds View Economic Development Authority (EDA) will promote <br /> efficient program management, ensure compliance with state requirements, and support <br /> the City's long-term housing goals; and <br /> WHEREAS, the EDA has the administrative capacity, program experience, and <br /> organizational structure to effectively manage LAHA-funded activities on behalf of the <br /> City. <br /> NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Mounds <br /> View, Minnesota, that: <br /> 1 . Delegation of Authority: The City of Mounds View hereby delegates to the <br /> Mounds View Economic Development Authority (EDA) the authority to <br /> administer all Local Affordable Housing Aid (LAHA) funds received by the <br /> City, including program design, implementation, monitoring, and reporting. <br />
