RESOLUTION 10214 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION APPROVING A COMPREHENSIVE PLAN AMENDMENT TO AMEND <br />THE FUTURE LAND USE MAP DESIGNATION FOR 7687 LONG LAKE ROAD <br />(PARCEL ID 083023220038); <br />MOUNDS VIEW PLANNING CASE CM2025-0003 <br />WHEREAS, Jeremy Larson of Hampton Companies, LLC (on behalf of the property owner Free <br />Life Family Worship Center) has applied with the city to amend the future land use designation within the <br />city's Comprehensive Plan for the property of 7687 Long Lake Road (Parcel ID 083023220038), which is <br />currently designated as 'public/semi-public'; and, <br />WHEREAS, the property is legally described as: <br />THE WEST 388.50 FEET OF THAT PART OF THE NORTHWEST QUARTER OF THE <br />NORTHWEST QUARTER OF SECTION 8, TOWNSHIP 30, RANGE 23 LYING NORTH OF THE <br />NORTH LINE OF THE SOUTH 15 ACRES THEREOF, RAMSEY COUNTY, MINNESOTA; and <br />WHEREAS, the proposed amendment would designate Lot 2 (as shown on the proposed <br />preliminary plat Suite Living of Mounds View prepared by Civil Site Group and dated 1/8/2026) as 'mixed - <br />use'; and, <br />WHEREAS, the Mounds View Planning Commission reviewed the Comprehensive Plan <br />Amendment and has considered the code requirements and pertinent issues involved in the request at a <br />duly noticed public hearing on 2/18/2026; and, <br />WHEREAS, the staff report from the City Planner dated 2/11/2026 is hereby incorporated by <br />reference; and, <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council hereby approves the <br />Comprehensive Plan Amendment to amend the designation of the property Lot 2 (as shown on the <br />proposed preliminary plat Suite Living of Mounds View prepared by Civil Site Group and dated 1/8/2026) <br />from 'public/semi-public' to 'mixed -use', with the following conditions and findings of fact: <br />Conditions for Approval <br />1. The proposed Lot 2 (as shown on the proposed preliminary plat Suite Living of Mounds View <br />prepared by Civil Site Group and dated 1/8/2026) shall be re -designated from "public/semi-public" <br />to "mixed use" on the city's Future Land Use Map. <br />2. Following City Council approval, the amendment shall be submitted to the Metropolitan Council <br />for review and final approval. <br />3. The applicant shall pay all fees and escrows associated with this request. <br />
