Resolution 10214 <br />Page 2 <br />Findings of Fact for Approval <br />1. The property of 7687 Long Lake Road (Parcel ID 083023220038) is owned by Free Life Family <br />Worship Center, and is currently legally described as THE WEST 388.50 FEET OF THAT PART <br />OF THE NORTHWEST QUARTER OF THE NORTHWEST QUARTER OF SECTION 8, <br />TOWNSHIP 30, RANGE 23 LYING NORTH OF THE NORTH LINE OF THE SOUTH 15 ACRES <br />THEREOF, RAMSEY COUNTY, MINNESOTA. <br />2. The applicants, on behalf of the property owner, propose to subdivide the property into two <br />parcels, proposed as Lot 1 and Lot 2, as shown on the proposed preliminary plat Suite Living of <br />Mounds View prepared by Civil Site Group and dated 1/8/2026. <br />3. The applicant, on behalf of the property owner is proposing to amend the future land use map <br />and rezone the proposed Lot 2 to 'Planned Unit Development (PUD)' in order to develop the site <br />into a 'senior housing' development. <br />4. The requested amendment is to change the future land use designation of Lot 2 from <br />"public/semi-public" to "mixed use". <br />5. The proposed amendment aligns with the City of Mounds View's Comprehensive Plan, <br />specifically Land Use Policy Goal 5 and Housing Policy Goal 3. <br />6.
