City Council Staff Report <br />2/23/2026 – Future Land Use Amendment, Rezoning, and Preliminary Plat <br />7687 Long Lake Road <br />Page 9 <br /> <br /> <br /> <br />The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Figure 6: Excerpt of west elevation (facing Long Lake Road / CSAH 45). <br />Subdivision Request <br />The division of land into two or more lots (or adjusting of lot lines) meets the definition of a <br />‘subdivision’ in the city’s subdivision code (Chapter 158). A subdivision is a two-step process; <br />first is a preliminary plat, and the final plat. <br />The proposed preliminary plat splits the existing property into two parcels – Lot 1 and Lot 2. Lot <br />1 is shown at a size of 2.77 acres, while Lot 2 is shown at a size of 3.581 acres. An excerpt of <br />the proposed plat is shown in Figure 7 of this report. <br />Section 158.040 through 158.049 outlines the design requirements for new lots. Most of these <br />requirements are met or are not applicable due to no new public improvements being proposed <br />(such as streets). A drainage easement will need to be added over the delineated wetland on the <br />site. In addition, any new lots must adhere to the dimensional requirements of the applicable <br />zoning district(s) they are within. Proposed Lot 1 will remain zoned R-1, while Lot 2 is proposed <br />to be rezoned to PUD. The R-1 zone has a minimum lot size of one acre for ‘non-residential’ uses <br />such as a church – proposed Lot 1 meets this requirement. As discussed earlier in this report, the <br />proposed Lot 2 meets the minimum lot size requirement for a ‘senior housing’ PUD is two acres. <br />The proposed size of Lot 2 exceeds this minimum. <br /> <br />Staff / Other Agency Comments <br />Other staff and agencies were contacted to comment; their comments are summarized below: <br />• Engineering/Public Works <br />o Drainage and Utility easement ten feet in width, centered along lot lines, are <br />required, per Section 158.043. <br />o Staff comments include standards for construction, utilities, grading, landscaping, <br />and stormwater management – see letter dated 1/9/2026 for all comments. <br />o The city is responsible for the maintenance of the sidewalks along Long Lake Road <br />and County Road I (including snow removal and repairs to panels). <br />• Ramsey County
