<br />Memorandum <br /> <br />Date: January 9, 2026 <br /> <br />To: Brian Beeman, Assistant City Administrator <br /> <br />From: Don Peterson, Director of Public Works <br /> <br />Subject: ENGINEERING REVIEW OF PRELIMINARY CIVIL SITE PLAN FOR SUITE LIVING PLAN <br /> <br />As requested, we have reviewed the most recent information submitted for the Suite Living plan, located at <br />Section 8, Township 30 North, Range 23 West, lying North of the North line of the South 15 acres thereof, subject <br />to County Road “I” and Long Lake Road in Mounds View, Minnesota. Submitted plans include, Preliminary Plans <br />dated 12/17/2025 by Hampton Companies, LLC. Our review focused on public works and engineering matters <br />and does not include review of items such as parking lot design, lighting, or setback requirements. <br /> <br /> <br />General <br />1. All work related to or affecting municipal infrastructure (streets, utilities, etc.) requires a minimum of 24- <br />hour notice to Public Works at 763-717-4050. <br />2. It is anticipated that the contractor is required to obtain the following permits from Public Works prior to <br />any work commencing. <br />a. Water/Sewer – $151 <br />b. Street Opening – $400 <br />c. Street Opening Deposit – Determined by the Director of Public Works. <br />3. The potential need for additional permits from Ramsey County such as Right-of-Way is possible and the <br />contractor shall be responsible for obtaining those permits. Long Lake Road & County Road I are <br />county roads. County permits will likely require full pavement width patches perpendicular to the curb <br />and gutter. <br />4. All infrastructure on the site shall be considered “private” and shall be maintained by the property owner. <br />5. The applicant shall be responsible for obtaining all required permits including stormwater permits from <br />the city following adhering to Rice Creek Watershed District (RCWD) rules, Ramsey County, Minnesota <br />Pollution Control Agency (MPCA), and Minnesota Department of Health (MDH). <br />6. Use of municipal water supply during construction will be allowed from a hydrant designated by Public <br />Works near the construction site. Contractor shall obtain a hydrant meter from Public Works to record <br />water usage and pay the associated deposits and fees for the use of the hydrant, meter and water <br />consumption. <br />7. Minimize all excavations within the Right-of-Way to prevent damage to the street pavement and curbing. <br />8. Standard erosion and sediment control measures should be followed during construction. <br />9. Haul/truck routes shall be coordinated with Public Works prior to construction start. <br />10. Street closure/detours shall be approved Public Works a minimum of 24 hours prior being placed. <br />11. Final construction documents shall be submitted to the Public Works Director and a Preconstruction <br />Conference shall be held before beginning any site improvement work. <br /> <br /> <br /> <br />Civil Site Plan Review: <br /> <br />Sheet C0.1 – Project Notes <br />1. No comments. <br /> <br />Sheet C1.0 – Removals Plan <br />1. Note “Protect existing sidewalk” where applicable. <br />2. Remove all ash trees, both live and dead, within the south lot along Bronson Drive and the adjacent <br />wetland. <br />
