The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 8H <br />Meeting Date: February 23, 2026 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br /> <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 10219 Joining Safe and Stable Communities <br /> <br /> <br />Introduction: <br />Safe and Stable Communities is a coalition of Metro Cities focused on messaging and <br />strategies mostly related to immigration policies, activities, and strategies. <br /> <br />Background: <br />Council reviewed information at their last workshop and directed staff to prepare a <br />resolution to join. <br /> <br />Discussion: <br />The coalition, with Minnetonka acting as the business agent, has contracted with <br />Momentum Advocacy at a yearly cost of $42,500. To date, over 30 communities have <br />or indicated they will be joining. Thus, the cost is likely to be under $1,500. <br /> <br />Along with consistent messaging, discussion on legislation that would address some of <br />the fiscal and policy impacts to cities is being considered. <br /> <br />There is benefit to a wider coalition with a specific cause as the LMC focuses on very <br />broad policy and North Metro Mayors’ primary focus is on transportation, infrastructure, <br />and bonding. <br /> <br />Strategic Plan Strategy/Goal: <br />A progressive city that is a welcoming and desirable destination to all ages and cultures, <br />who seek progress through partnership, and a place where residents can live, work and <br />play safely and show pride in the community. <br /> <br />Financial Impact: <br />Estimated not to exceed $1,500 <br /> <br />Recommendation: <br />Approve Resolution 10219. <br /> <br />Respectfully submitted, <br /> <br /> <br />________________________ <br />Nyle Zikmund <br />City Administrator <br /> <br />
