The MVPD is dedicated to maintaining two K9 teams so with the city’s support we
purchased another K9 for next year’s TAC 21 Police K9 Certification Course. Officer
Brian Kammerer will be the handler for this K9.

The Mounds View Police Department’s core values are Service, Integrity, and
Commitment. We are dedicated to providing quality policing services in an effort to
enhance the quality of life and build trust and partnership with our community. All of the
officers and staff strive to provide the best possible customer service. I am extremely
proud of the officers and staff for their hard work, dedication to service, professionalism,
and commitment not only to the Mounds View Police Department but to the entire
Mounds View community. Despite staffing levels, officers continue to be proactive while
still committing to numerous outreach activities. The department responded to 11,746
calls for service, which is up from 2024 where we responded to 10,398 calls for service.
One major contributing factor to this increase is the proactivity of the officers to include
traffic enforcement and education. We are dedicated to traffic safety, and we continue to
be involved in Toward Zero Deaths (TZD) and the Ramsey County Traffic Safety
Initiative (RCTSI) programs.

We continue to partner with the Mounds View Police Foundation for various outreach
activities. We are committed to outreach activities which allow us to engage in the
community in a positive way, build bridges with the community, and break down
barriers. These activities include but are not limited to the Daddy/Daughter Dance,
Quincy House Golf Tourney, Coffee with a Cop, Night to Unite, Festival in the Park,
Popsicles in the Park, Halloween Event, Justin Morneau Coat Drive, Heroes and
Helpers, and several “Hot Dogz” events. We also participated in the Polar Plunge and
the Law Enforcement Torch Run benefiting Special Olympics MN. One of the most
impactful outreach activities was participating in the Tribute Park dedication event. After
working on this project for several years and countless hours of coordinating, planning,
and organizing the Tribute Park project became a reality! The Tribute Park dedication
for first responders (Police, Fire, & EMS) and the three tragedies that we remembered
(1965 Tornado, 1986 Williams Pipeline Explosion, and the 2007 35W Bridge Collapse)
was a huge success. MVPD provided security during the event, and I had the distinct
honor to speak about the Mounds View Police Department’s crucial role it has played in
the city since its incorporation in 1958. This was a great event to get all the first
responders together showing our cooperation and teamwork within the city as well as
speaking with and interacting with the families that these tragedies impacted. Later in
the day, we participated in the SBM Fire/MVPD softball game where the PD won and
kept the bat trophy here at the PD. We look forward to this event next year! We also
participated in the Veterans Day Ceremony at the Tribute Park location where the final
touches were completed at the park. This will remain a constant reminder of dedicated
service to our community, our country, and remembering the tragedies impacting the
Mounds View community.

Recruitment and retention will continue to be a priority as staffing levels and recruitment
continue to be challenging. With city support, we were able to implement entry level,
referral, and lateral hiring bonuses. We also increased the tuition reimbursement,
created a recruitment flyer, increased our social media presence, and attended several
career fairs. Officer wellness will also be a priority to include physical and mental
wellness. This includes annual mental health check-ins with a mental health
professional and improvements to the city hall gym and fitness equipment where
officers and staff can work out and achieve their physical fitness goals.
