Mounds View City Council February 23, 2026 <br />Regular Meeting Page 10 <br /> <br />Works/Parks and Recreation Director Peterson indicated no funds would come out of the 2026 1 <br />budget, noting the expense for the dump truck would come out of the 2027 budget. He explained 2 <br />by preordering the dump truck now, the City would lock in the current price. He commented further 3 <br />on how the life expectancy for the dump trucks may have to be extended going forward given the 4 <br />rising costs for these pieces of equipment. 5 <br /> 6 <br />Mayor Lindstrom inquired if the $220,000 that was budgeted for the dump truck was based on the 7 <br />cost of a previous unit. Public Works/Parks and Recreation Director Peterson stated the last dump 8 <br />truck purchased was $201,000 in 2011. 9 <br /> 10 <br />Vince Meyer, 8380 Spring Lake Road, questioned if the City would receive a rebate if the tariffs 11 <br />go down between now and when the City takes receipt of the dump truck. Public Works/Parks and 12 <br />Recreation Director Peterson explained he has not seen costs go down for this type of equipment. 13 <br /> 14 <br />MOTION/SECOND: Meehlhause/. Resolution 10218 and First Reading of Ordinance 1056, Stewardship of 20 <br />Municipal Resources. 21 <br /> 22 <br />City Administrator Zikmund requested the Council hold the first reading of an Ordinance 23 <br />regarding stewardship of municipal resources. He explained the amicus brief was making its way 24 <br />through the court based on the actions of the City Council from February 2. He reported the 25 <br />proposed Resolution and Ordinance were staff’s attempt to address the Council’s feedback from 26 <br />February 2. He then provided the City Council with a handout from the City Attorney. He reiterated 27 <br />that this was the First Reading of the Ordinance and the Council could provide staff with feedback 28 <br />and amendments could be made to the Ordinance prior to the Second Reading. 29 <br /> 30 <br />Council Member Clark reported the direction from the City Attorney was to create a policy and 31 <br />refer to this policy within the Ordinance. City Administrator Zikmund reported this was the case. 32 <br /> 33 <br />Council Member Clark recommended the definitions under staging operations within the 34 <br />Ordinance have the sentence end after the word personnel as this would eliminate the definition of 35 <br />federal immigration in staging operations. 36 <br /> 37 <br />Council Member Gunn did not see the need for the change. 38 <br /> 39 <br />Council Member Clark indicated she was proposing to make the definition more ambiguous. She 40 <br />did not want the Ordinance to speak to a single event. City Administrator Zikmund stated this was 41 <br />a reasonable language change. 42 <br /> 43 <br />Council Member Smith stated if the words “for the purpose of enforcing civil immigration”, the 44 <br />City could be opened for no one being able to stage operations in Mounds View. 45 <br /> 46
