The Mounds View Vision
A Thriving Desirable Community
Item No: 5.C.
Meeting Date: March 9, 2026
Type of Business: Consent Agenda
Administrator review: _______
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Rayla Sue Ewald, Human Resource Director
Item Title/Subject: Resolution 10220, Approving Evidence Technician Status
Change from Full-Time to Part-Time
Background:
Evidence Technician Hanna Kenow has a preference to work a part-time work schedule. She recently
interviewed with another organization and received a job offer. However, Ms. Kenow desires to remain with
the City of Mounds View and has discussed the possibility of reducing her Evidence Technician work
schedule from full-time status to part-time status. She requested to alter her schedule from 40 hours per
week to 24 hours per week, and work Monday, Wednesday, and Friday.
Discussion:
Ms. Kenow assured the Police Chief and Deputy Chief that with proper scheduling of property pickups on
Monday’s, Wednesday’s and Friday’s, this portion of the position will not be an issue. Additionally, Ms.
Kenow will be able to manage the TAC responsibilities within the time she is in the office. Due to the training
Ms. Kenow has received specifically within her role in the Police Department, and length of experience
within the position, she is confident she can manage the workload. The Police Chief and Deputy Chief
agree, and the HR Committee concur. All are willing to allow the status change to move forward and
reevaluate if necessary in the future. The position will remain Grade 5. Ms. Kenow is currently at Step 8 of
the pay plan, and advance as scheduled to Step 9 January 1, 2027 (max wage). Benefits will end effective
April 1, 2026 as the position is under 30 hours per week.
Grade 5 – 2026 Pay Plan
4% 3.75% 3.75% 3.75% 3.5% 3.25% 3% 2.75%
Step 1 Step 2 Step 3 Step 4 Step 5 Step 6 Step 7 Step 8 Step 9
$31.10 $32.34 $33.56 $34.81 $36.12 $37.38 $38.60 $39.76 $40.85
Strategic Plan Strategy/Goal:
Create a culture where employees desire to work.
Financial Impact:
Savings of $24,810 wages and $15,700 benefits for 2026.
Recommendation:
Staff recommend Council approve Resolution 10220, Approving Evidence Technician Status Change from
Full-Time to Part-Time.
Respectfully submitted,
_______________________
Rayla Sue Ewald
Human Resource Director
Attached: Resolution 10220
Job Description
