The Mounds View Vision <br />A Thriving Desirable Community <br /> <br /> <br />RESOLUTION NO 10220 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />APPROVING EVIDENCE TECHNICIAN STATUS CHANGE FROM <br />FULL-TIME TO PART-TIME <br /> <br /> WHEREAS, Police Department Evidence Technician Hanna Kenow requested to reduce her work <br />hours from 40 hours to 24 hours per week, and work Monday’s, Wednesday’s and Friday’s; and <br /> WHEREAS, a reduction in hours will include the elimination of benefits, as part-time benefits are <br />for employees who work 30+ hours per week. Holiday, vacation and ESST accruals would reduce to part- <br />time accruals based on City Policy; and <br /> WHEREAS, since starting with the City, Ms. Kenow has received multiple hours of training as both <br />the Terminal Agency Coordinator (TAC) and Evidence Technician duties. Staff supports the status change, <br />however, may wish to reevaluate in the future if necessary; and <br /> WHEREAS, the HR Committee supports the decision to reduce the work hours of the Evidence <br />Technician from 40 hours per week to 24 hours per week and reevaluate in the future if staff deems <br />necessary; and <br /> WHEREAS, a minor alteration has been made to the job description adding the words part-time. <br />The position remains a Grade 5. Ms. Kenow is currently at Step 8 of the Pay Plan and will advance per the <br />compensation schedule to Step 9 on January 1, 2027 (max wage). <br /> <br />Grade 5 – 2026 Pay Plan <br /> 4% 3.75% 3.75% 3.75% 3.5% 3.25% 3% 2.75% <br />Step 1 Step 2 Step 3 Step 4 Step 5 Step 6 Step 7 Step 8 Step 9 <br />$31.10 $32.34 $33.56 $34.81 $36.12 $37.38 $38.60 $39.76 $40.85 <br /> NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Mounds View <br />approves the following: <br /> <br />1. Reduce Evidence Technician Hanna Kenow work hours from full-time status 40 hours to part-time <br />status 24 hours effective March 30, 2026, and reduce accrual rates of holiday, vacation and ESST <br />accordingly <br />2. Hanna Kenow will no longer have City insurance benefits effective April 1, 2026, and will be offered <br />the option of COBRA benefits <br />3. Hanna Kenow will remain in Grade 5 of the City’s pay plan and will reach Step 9 (top of pay plan) <br />as of January 1, 2027 <br />4. Police Records/Evidence Technician job description will be revised, adding the words “Part-Time” <br />5.
