City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />REVISED Item <br />No : 02 <br />Meeting Date: March 30, 2026 <br />Type of Business : WS <br />Administrator Review: <br />From: <br />Item Title/Subject: <br />Don Peterson, Director of Public Works/Parks and Recreation <br />Park Master Plan Funding -GOAL Committee Recommendations <br />Background: <br />The City over the past several years has relied on the Park Dedication Fund to provide the <br />necessary funding for Park Improvements. These funds are generated by development and/or <br />redevelopment in Mounds View. The largest contribution came from the development of the <br />Medtronic Campus in which funds were created to upgrade several playgrounds at the various <br />parks, and constructing a new shelter building at Lambert Park. <br />Unfortunately, there isn't developable land, and very little redevelopment in the City these <br />circumstances have resulted in minimal contributions to the Park Dedication Fund and Council <br />recognized the need to research other funding options . <br />Progression in 2025: <br />City Council approved Resolution 10129 on July 14, 2025 to adopt the Park System Master <br />Plan. <br />The park system includes 11 Parks with over 123 acres of grounds, 9 basketball courts, 2 tennis <br />courts, 11 playgrounds, 4 park buildings, 5 soccer fields, 7 ball fields, a disc golf course plus <br />numerous other park infrastructure and amenities. <br />Key Implementation Strategies for the Plan include: <br />1) Raise Community Awareness <br />2) Make Meaningful and Noticeable Improvements <br />3) Balance Improvements in Aliments with needs <br />The Plan includes the following implementation strategies: <br />1 ) Health and Safety <br />2) Destination Parks and Revenue Generation <br />3) Balanced and Equitable Recreation <br />4) Deferred I Phased Improvements <br />Resolution 10130 was adopted to create an Advisory (sub) Committee (GOAL PARKS) for the <br />Parks System Master Plan. The Committee would research funding options for implementing <br />the 2040 Park System Master Plan, these funding options may include, but not limited to , a local <br />levy, bonding (General Obligation Bonds), grants, or a local sales tax . <br />Progression in 2026: <br />At the March 26, 2026, Parks, Recreation and Forestry Commission Meeting , the GOAL PARKS <br />Committee provided their recommendations for funding of the Park System Master Plan. <br />The Mounds View Vision <br />A Thriving Desirable CommunifJ'
