Lykke volunteered to call the Attorney Generals office to ask about <br /> senior citizens exemption of assessment. <br /> We now have 19 members present. <br /> D. McCarty visited and submitted Laws on deferments for senior citizens. <br /> P. Sargent read the progress report of the Senior Citizens Committee: <br /> Submitted by Senior Citizens Committee of Task Force 7/6/78 - Progress Report <br /> Our Committee has checked with many State offices, and the Metropolitan <br /> Council to gather information relative to senior and disabled home owners <br /> residing in Mounds View. The "Circuit Breaker" figures indicate that there <br /> are 114 homeowners aged 65 or over, and 34 homeowners who are disabled. A <br /> questionaire reaching all residents might give us a more complete count. <br /> A paper putting forth suggestions to provide assessment payments relief <br /> for seniors, disabled, and people with oversized, undivideable lots was <br /> prepared. It was submitted to the Task Force, and the Council . The Task <br /> Force has discussed it, and it should be approved at our July 6 meeting. 41/0 <br /> The Council has expressed an interest in discussing it. <br /> M/S/C that the above report be accepted as information to be used in the <br /> Task Force final report. (19 yes 0 no) <br /> P. Sargent read the (Izaak Walton League) paper written by J. Fahrmann, <br /> entitled "Resolution: Hold Natural Systems and Land Forms as Inviolate". <br /> One member left early. <br /> RESOLUTION: HOLD NATURAL SYSTEMS AND LAND FORMS AS INVIOLATE. 5/18/78 <br /> Environmental problems, in part are a result of poor or no planning. This <br /> resolution will encourage much planning. In addition, because development <br /> continues to proceed based on economic and not environmental considerations, <br /> natural , balanceG hydrologic systems are being upset. Natural water storage <br /> areas are filled or drained, natural water drainage is increased by impervious <br /> surfaces, and efficient, man-made drainage. routes, such as street gutters and <br /> storm drains. The result is flooding , which requires control measures ; and <br /> causes decreased water quality, which is dangerous to health if used for human <br /> or animal consumption (e.g. lead contamination of street and hyway runoff) . <br /> The human mental and physical environment is also damaged aesthetically through <br /> loss of natural contours and loss of wildlife. This type of degadation <br /> encourages urban sprawl to less developed, wilder, more aesthetically pleasing <br /> areas. However, the economics of development will gradually degrade these <br /> areas also, contributing to further urban sprawl . The zoning required by this <br /> resolution would have the beneficial effect of removing environmentally valuable <br /> or unsafe land from speculation. <br />
