• interoffice <br /> MEMORANDUM <br /> to: Chuck Whiting <br /> from: Mary Saarion <br /> subject: Proposal for Program/Activity Cuts <br /> date: March 12, 1997 <br /> As requested I have provided you with a list of programs/activities proposed for reduction, <br /> transfer or cuts in an attempt to de-escalate the activity of the Parks and Recreation Department. <br /> These suggestions are ones that will hopefully impact the community the very least, yet will free <br /> up staff time to help fill the void left by the vacant position. <br /> 1. Reduce the number of volunteer youth coaches clinics from 4 - 2 sessions per <br /> season. This allows for the regular session plus one make-up. <br /> 2. Reduce the amount of support offered to the youth athletic associations including <br /> coaches training sessions, printing of their materials, game and practice scheduling, <br /> field permits and advertising and publicity. <br /> 3. Request Community Education to assume the sponsorship of the Mounds View <br /> Community Theater which has all the similarities of a Community Education <br /> program including non-athletic activity that is School District wide, occurs in the <br /> schools using school auditorium, lighting, stage, music instruments, etc. <br /> 4. Request Community Education to assume the programming of after school <br /> activities since they already have teachers in the school after school that could <br /> teach the classes. In addition, Community Education has scheduling of the schools <br /> and is in a better position to gain access than the City. <br /> 5. Discontinue the service of reserving athletic fields for practices at softball/baseball, <br /> and soccer fields which generates many calls a day between May - October. This <br /> takes too much staff time. Revert to the practice of"first to the field, is first to use <br /> the field." <br /> 6. Discontinue sponsorship of senior clubs which staff currently attends and facilitates <br /> - but continue offering senior programs and activities. <br /> 7. Reduce the amount of time spent on facilitating volunteer groups ie. Festival <br /> Committee, Cable TV Committee, Garden Club, COPS Group, etc. and request <br /> that they take a greater amount of responsibility for organizing and implementing <br /> • activities. <br />
