INTER <br /> OFFICE• <br /> MEMO <br /> - <br /> To: Parks& Recreation Commission <br /> From: Pamela Sheldon, Community Development Director <br /> Subject: D.W. Jones PUD <br /> Date: July 11, 1997 <br /> Attached you will find a site plan and landscaping plan for the D.W. Jones PUD. This <br /> development is on property bounded by Highway 10, Silver Lake Road and the St. Paul <br /> Waterworks Easement which is more or less parallel to County Road I. The City Council has <br /> approved the rezoning of this property from B-2 to PUD. The PUD rezoning process involves <br /> three steps: a general concept plan, a development stage plan and a final plan. The City Council <br /> has approved the general concept plan for this development. The plans included in your packet <br /> are part of the development stage plan submittal. <br /> • Staff is bringing these plans to the Parks&Recreation Commission to discuss the potential for <br /> trailway connections and treatment of the wetland as a community amenity. The applicant is <br /> proposing that the wetland be preserved as is, although there may be some modification to the <br /> southeast corner of the wetland to address some drainage issues. <br /> With respect to trailways, the original concept advanced by staff was for a trailway around the <br /> entire perimeter of the wetland. This idea is considered impractical at this point because the <br /> owner of the existing office building (TJB Homes building) has indicated that they will not allow <br /> the trail to cross their property. This parcel is an outlot and not part of the D.W. Jones PUD. <br /> Staff has also been discussing with the applicant whether walkway could be built from County <br /> Road I/Silver Lake Road intersection along the edge of the wetland behind the senior citizen <br /> housing building to the office buildings along Highway 10. This idea was proposed to provide a <br /> pedestrian connection from the existing Silver Lake Point senior citizen housing building and the <br /> proposed apartment building to the office area. Staff regards this connection as less critical since <br /> offices were substituted for the sit down restaurant, but still desirable. The applicant is concerned <br /> with possible security issues if there is a walkway behind the apartment building. <br /> They have proposed as an alternative a walkway along Silver Lake Road and the entrap.;. <br /> which will link to the office plaza and a proposed water feature. The walking experience along <br /> Silver Lake Road will be different than walking experience along the wetland. <br /> • Staff has also discussed with the applicant the idea of building a trailway connection along the St. <br /> Paul Waterworks Right of Way which would allow viewing of the wetland, linking Silver Lake <br /> Point and the D.W. Jones project, and providing a off-street trailway to the commercial at County <br />
