MEMO TO: PARKS AND RECREATION COMMISSION <br /> • <br /> FROM: MARY SAARION, DIRECTOR <br /> DATE: NOVEMBER 25, 1997 <br /> SUBJECT: SIGNAL LIGHT ON HIGHWAY 10 <br /> I have been requested to bring this issue up to the Parks and Recreation Commission for a <br /> recommendation. A signal light has been recommended for the re-aligned intersection of <br /> Edgewood Drive and Highway 10. This re-alignment of Edgewood Drive is recommended for <br /> safety and ease of access and would connect to a proposed ring road concept intertwined with the <br /> new theater project across from Highway 10. The timing is such that if an alignment of <br /> Edgewood Dr. were to happen, it would be best to do it at the same time that the theater project <br /> is being developed as theater developers and planners can plan their project to accommodate the <br /> Edgewood Drive re-alignment needs. A signal light for the intersection of re-aligned Edgewood <br /> Drive and Highway 10 was requested and approved by MNDOT. There has been opposition <br /> from residents of the Silver View Woods Homeowners Association who are afraid that Mounds <br /> View Drive would see an increase in traffic. Whereas the ring road is to serve residents of the <br /> community, the homeowners fear that others outside of the community coming to the theaters will <br /> use the ring road instead of Highway 10 access. A petition has been received by the homeowners <br /> (enclosed). Also is a letter is enclosed which was written to MNDOT by the homeowners and <br /> • MNDOT's reply. <br /> City Commissions are asked to discuss this issue and provide recommendation to the City <br /> Council. <br /> i <br />
