MEMO TO: PARKS AND RECREATION COMMISSION
•
FROM: MARY SAARION, DIRECTOR
DATE: NOVEMBER 25, 1997
SUBJECT: SIGNAL LIGHT ON HIGHWAY 10
I have been requested to bring this issue up to the Parks and Recreation Commission for a
recommendation. A signal light has been recommended for the re-aligned intersection of
Edgewood Drive and Highway 10. This re-alignment of Edgewood Drive is recommended for
safety and ease of access and would connect to a proposed ring road concept intertwined with the
new theater project across from Highway 10. The timing is such that if an alignment of
Edgewood Dr. were to happen, it would be best to do it at the same time that the theater project
is being developed as theater developers and planners can plan their project to accommodate the
Edgewood Drive re-alignment needs. A signal light for the intersection of re-aligned Edgewood
Drive and Highway 10 was requested and approved by MNDOT. There has been opposition
from residents of the Silver View Woods Homeowners Association who are afraid that Mounds
View Drive would see an increase in traffic. Whereas the ring road is to serve residents of the
community, the homeowners fear that others outside of the community coming to the theaters will
use the ring road instead of Highway 10 access. A petition has been received by the homeowners
(enclosed). Also is a letter is enclosed which was written to MNDOT by the homeowners and
• MNDOT's reply.
City Commissions are asked to discuss this issue and provide recommendation to the City
Council.
i
